History of DRCE DRCE was founded in 2016, born from a commitment to make independent driving accessible to all with adaptive mobility needs. Our President and CEO, Tammy Phipps, developed the first comprehensive adaptive driving program at Walter Reed Army Medical Center in 2008. A transformative experience with a veteran, Josh, inspired Tammy to establish DRCE alongside Josh, bringing her expertise to a broader community.
