About the Role

The Analyst, Housing Resources, will be a core member of our technical assistance team, leading project engagements with clients, including cities, developers, public agencies, and nonprofits. Reporting to the Managing Director for Technical Assistance, this position is responsible for gathering and analyzing data, providing key findings and identifying actionable implications; creating or restructuring policy and programmatic approaches; and producing a variety of written deliverables for clients and in preparation for prospective client conversations. The Analyst will also serve as a client-facing lead on technical assistance project components, managing day-to-day project execution and timelines. Across all The Kelsey’s work, the Analyst will support cross-team engagements, including infusing learnings from Technical Assistance projects into policy and housing development, supporting metrics and outcome tracking, and providing analysis to drive impact and efficacy across programs.

The Analyst will perform in-depth quantitative and qualitative analysis, produce first-draft insights and deliverables, and help keep project teams running smoothly through close coordination with project managers, team members, and partners.

For this role, the Analyst will: 

• Deliver Technical Assistance (70%)
• Convert technical assistance proposals into project plans 
• Research and synthesize housing policy, programs, and financing tools (e.g., LIHTC, Section 811, QAPs), and disability-forward best practices
• Analyze the feasibility of implications of policy and program choices for clients, translating technical financing concepts into plain-language guidance
• Support stakeholder engagement, including stakeholder mapping and  interviewing, and designing and facilitating engagement events
• Produce project memos, presentations, client meeting agendas, reports, and other technical assistance work products and deliverables
• Track technical assistance project milestones, timelines, and deliverables  
• Conduct preliminary site evaluations for development projects, as needed, to inform technical assistance recommendations and support potential real estate development projects

• Manage Technical Assistance Administration (15%)  
• Prepare background research, briefing materials, and post-meeting materials to support client intake and contribute to business development  
• Support intake and onboarding processes for new technical assistance clients
• Track contracts, scopes of work, and client billing coordination
• Support documentation of impact metrics and reporting for all completed technical assistance engagements

• Support Cross-Team Impact (15%)  
• Integrate outcomes, learnings, and best practices from technical assistance engagements across The Kelsey’s advocacy, real estate, and resident services teams
• Support the organization's impact dashboard with data inputs and analysis
• Provide inputs that support organizational learning and that drive annual and strategic goals
• Serve as the go-to specialist for colleagues around data and quantitative analysis, supporting cross-team projects and program-specific analyses

Within the first 3 months, the Analyst will have onboarded into The Kelsey's technical assistance practice, gaining fluency in the organization's disability-forward frameworks, current TA engagements, and internal tools and processes. They will have built working relationships with the technical assistance team and cross-functional colleagues in advocacy, real estate, and resident services. Early contributions will likely include supporting active engagements through research, data gathering, and first-draft materials; shadowing client-facing work; and beginning to take ownership of discrete project components under the team's guidance.

Within the first 6 months, the Analyst will be operating with greater independence, serving as a client-facing lead and managing day-to-day execution and timelines with minimal oversight. They will be producing well-prepared, near-final research, analysis, and deliverables that clients and colleagues rely on, and will have a working familiarity and some command of the policy and financing tools central to the role (LIHTC, Section 811, QAPs). They will also be able to speak clearly to how their work connects to The Kelsey's broader goals, including how their engagement-level findings feed into cross-team learning, organizational impact tracking, and progress toward more inclusive, accessible housing nationally.

• Willingness to learn new skills, processes, and knowledge  

Ideal skills and experiences:

• 2 to 5 years of experience in state or local public policy, affordable housing, urban planning or development, public administration, or a similar field
• Comfortable with Microsoft Excel or Google Sheets, including lookups, logic functions, and filter formulas; data cleaning, pivot tables, charting, and basic analysis
• Experience collecting, cleaning, analyzing, and quality-checking public or administrative datasets; familiarity with common housing and demographic data sources, such as Census/ACS, HUD CHAS, and local housing data, is a plus
• Experience with data visualization or dashboard tools, GIS software, and/or project management platforms is a plus
• Project management training or certification is a plus

What We Offer 

The salary range for this position is $72,000 to $97,000, depending on qualifications and experience. We offer benefits such as robust health coverage, retirement match, vacation, and family leave. 

The Kelsey is a remote-first organization, and this role is remote as well. It includes occasional regional or national travel, with 6-10 trips a year.
