Job Summary  

The Government Contracting & Capture Operations Fellow is a structured training role designed for transitioning service members seeking hands-on exposure to public sector procurement, federal acquisition processes, proposal development, and government consulting operations. 

 

This is a training-focused position under the Department of Defense SkillBridge Program. The Fellow will receive direct mentorship from executive leadership and senior consultants while developing practical knowledge in government contracting lifecycle management. 

 

The role is educational in nature and is not commission-based, revenue-driven, or quota-bearing. 

 

Essential Duties 

Government Procurement Research & Intelligence 

  • Monitor BidNet Direct, SAM.gov, and other procurement platforms for relevant federal, state, and local opportunities 
  • Review and categorize opportunities under applicable NAICS codes including 541612, 541611, 611430, and 561110 
  • Identify Sources Sought notices, RFIs, and market research postings for strategic positioning 
  • Research incumbent contractors using USAspending.gov and related databases 
  • Track expiring contracts and recompete timelines 
  • Maintain organized procurement research files and documentation 

 

Capture Management & Pipeline Administration 

  • Maintain and update the Government Pipeline board within Monday.com 
  • Apply structured Go/No-Go qualification scoring criteria to all identified opportunities 
  • Prepare concise opportunity summaries outlining scope, mandatory requirements, evaluation criteria, and risks 
  • Track set-aside classifications including WOSB, Small Business, and 8(a) where applicable 
  • Maintain subcontractor and prime contractor target tracking systems 
  • Monitor deadlines and ensure milestone visibility for proposal submissions 

 

Proposal Development & Compliance Support 

  • Extract and document mandatory qualifications and compliance requirements from RFPs 
  • Build compliance matrices to ensure proposal responsiveness 
  • Support drafting of non-technical proposal sections including corporate overviews and methodology summaries 
  • Organize and assemble required attachments and submission documents 
  • Validate formatting, submission instructions, and documentation completeness 
  • Assist in maintaining proposal templates and reusable content libraries 
  • Support post-submission tracking and debrief documentation 

 

Subcontracting & Partner Research 

  • Identify federal and state prime contractors aligned with HR and workforce services 
  • Research subcontracting plans and small business participation requirements 
  • Maintain structured tracking of outreach efforts and follow-up timelines 
  • Assist in preparing capability briefing materials for potential teaming discussions 
  • Support development of prime contractor intelligence profiles 

 

Government Capability Development 

  • Assist in drafting and refining government-specific capability statements 
  • Support development of past performance narratives aligned to public sector requirements 
  • Maintain certification documentation including WOSB and other applicable designations 
  • Organize compliance documentation and corporate qualification materials 
  • Support development of structured government service positioning language 

 

Learning & Professional Development 

  • Participate in weekly structured mentorship sessions focused on federal acquisition processes 
  • Develop foundational understanding of FAR principles and procurement lifecycle stages 
  • Study contract types including IDIQ, BPA, and sole source awards 
  • Observe live proposal strategy sessions and executive-level bid decisions 
  • Document key learning milestones and skill development progress 

 

Education and Experience 

This position is structured as a Department of Defense SkillBridge Internship for transitioning service members. 

 

Bachelor’s degree in Business Administration, Public Administration, Government Contracting, Human Resources, or related discipline preferred. Equivalent military leadership and operational experience will be considered in lieu of formal education. 

 

Prior exposure to administrative operations, compliance environments, procurement systems, or structured documentation processes is highly desirable. 

 

Experience navigating government systems, structured reporting environments, or regulatory frameworks is beneficial but not required. 

 

Required Skills/Abilities: 

  • Strong analytical and research capabilities 
  • High attention to detail and structured documentation skills 
  • Ability to interpret formal documents and extract key requirements 
  • Comfort working within process-driven environments 
  • Strong written and verbal communication skills 
  • Proficiency in Microsoft Office and cloud-based platforms (Google Workspace preferred) 
  • Ability to learn new systems quickly including BidNet Direct, SAM.gov, and Monday.com 
  •  Organized and capable of managing multiple deadlines simultaneously 
  • Professional discretion when handling confidential or sensitive information 
  • Ability to work independently in a remote, structured consulting environment

Physical Requirements: 

  • Prolonged periods of sitting and computer work 
  • Must be able to lift objects up to 15 pounds occasionally 
  • May require schedule flexibility and occasional travel to CA or TN for in-person meetings or training.
