Overview
We are seeking one or more experienced proposal and business development consultants who can own the end-to-end proposal lifecycle—from early ideation through submission—for competitive bids in the international tech-for-social-good space. This is a hands-on, highly collaborative role for people who do it all: proposal strategy, program design, writing, and rigorous project management.
This consultant will be a trusted thought partner to senior leadership and delivery teams, bringing structure, momentum, and clarity the moment a bid drops—and ensuring high-quality, on-time submissions every time.
Scope of Work
The consultant will lead and support the full suite of proposal-related activities, including:
1. Proposal Strategy, Ideation & Design
- Partner with leadership and technical teams to shape winning proposal strategies
- Lead or support program design, theory of change development, and activity framing
- Translate donor priorities, RFP requirements, and evaluation criteria into clear proposal approaches
- Contribute creative, feasible, and competitive ideas grounded in real-world implementation experience
2. Proposal Writing & Content Development
- Draft, edit, and finalize high-quality proposal narratives (technical, management, MEL, learning, and innovation sections as relevant)
- Integrate inputs from multiple contributors into a cohesive, compelling voice
- Use AI tools effectively to accelerate drafting, synthesis, editing, and compliance—while maintaining quality and originality
- Ensure proposals are clear, persuasive, and aligned with donor expectations
3. Proposal Project Management
- Act as proposal manager from bid decision through submission
- Create and maintain simple but rigorous trackers, timelines, and workplans
- Assign tasks, follow up proactively, and keep contributors accountable
- Schedule and facilitate internal proposal meetings as needed
- Communicate actively via Slack, email, and meetings to unblock progress and manage risks
- Ensure compliance with all RFP requirements, formatting rules, and submission instructions
4. Coordination & Collaboration
- Serve as the central point of coordination across leadership, technical staff, and external partners
- Confidently “drive the process,” including nudging senior team members when needed
- Support partner coordination and inputs where bids involve consortia
Required Experience & Skills
Core Experience
- 7+ years of experience in proposal development and/or business development
- Extensive experience writing and managing proposals in international development and/or tech for social good
- Demonstrated success with competitive donor-funded proposals (e.g., foundations, multilaterals, bilaterals)
- Experience in global health strongly preferred; experience in adjacent sectors (education, climate, governance, etc.) a plus
Proposal & BD Skill Set
- Strong program design skills and comfort shaping new initiatives from scratch
- Deep understanding of what makes proposals competitive and fundable
- Excellent writing and editing skills
- High attention to detail paired with the ability to keep things moving
Project Management Strengths
- Exceptionally organized; enjoys making lists, trackers, and clear systems
- Comfortable owning deadlines and driving accountability
- Proactive, confident communicator who is unafraid to call meetings or follow up persistently
- Calm and effective under tight deadlines
AI & Tools
- Demonstrated experience using AI tools (e.g., ChatGPT or similar) for proposal drafting, research, synthesis, editing, and project support
- Ability to combine AI outputs with human judgment and sector expertise
Additional Desired Experience
- Background in learning, training, or capacity-building programs
- Experience designing or writing learning agendas, training approaches, or workforce development components
- Familiarity with remote, globally distributed teams

Engagement Details
- Consultant role (short-term, long-term, or retainer-based depending on fit and availability)
