This is a contractor position in support of a U.S. Federal Agency. Candidates who are selected from this announcement will serve as contract staff employed by Strategic Staffing Experts.

Duties

As a Human Resources Specialist (Staffing/Recruitment) some of your specific duties will include:

  • Provides recruitment and placement services to assigned organizations.
  • Processes Request for Personnel Actions (RPAs) for serviced organizations.
  • Answers difficult and complex technical questions and resolving problems.
  • Leads or participates in special initiatives, studies and projects, and affirmative employment activities.
  • Performs external recruitment utilizing sources such as the Office of Personnel Management (OPM) or the Delegated Examining Unit (DEU). Ensures adherence to advertising requirements, veteran's preference, certification, etc., in accordance with established regulations and laws.


Qualifications

5+ years of experience in either federal or non-federal service performing all of the following duties or work assignments:

  • Experience with cradle-to-grave federal recruitment process to include reviewing recruitment packages, conducting job analysis, developing vacancy announcements/assessments, qualification reviews, issuing certificates, and ensuring completion of pre-employment requirements (i.e, physicals, security investigations, drug testing).
  • Coding a wide range of complex personnel actions and ensuring that all coded actions meet regulatory requirements.
  • Providing technical guidance and consultation to managers on complex rules and regulations, laws, and policies pertaining to recruitment and staffing and personnel actions.
  • Analyzing internal and external recruitment and staffing issues or problems and developing and recommending possible approaches, alternatives, and solutions.
  • Experience with complex pay setting to include market pay reviews, special salary rates, above minimum rate, highest previous rate, and the use of incentives.
  • Auditing employee records and identifying necessary actions to correct if needed.
  • Experience with automated personnel computer systems and software to process personnel actions and when completing work assignments.


Must have working knowledge of the following:

  • USA Staffing/USA Jobs
  • eOPF
  • Microsoft Suite including Word, Excel, Power Point, SharePoint, Outlook and Teams

Requirements

  • Must be DEU certified
  • Must have a minimum of 5 years of Federal Staffing/Recruitment experience


Job Specific Knowledge/Skills/Abilities:

Based on the outcome of this evaluation, you will be assigned a numerical score (out of 100 possible). If your responses to the competency-based questionnaire are not substantiated by your submitted resume, you may be eliminated from receiving further consideration.


3. Referral and Selection

If you are found to be amongst the most highly qualified applicants, you will be referred to the selecting official. As part of the assessment and selection process, the selecting official may invite you to participate in a structured interview, check your references, and require that you complete a letter of commitment with the understanding that the terms of support to this pending effort are based on specific requirements following contract award.
