Stella Technologies Program Manager Washington Township, OH · Full time

We are looking for a Program Manager to lead a technical services effort focused on digitizing the Air Force's Program Protection process. You will be the Government's primary point of contact and the day-to-day leader of a small, focused team of PP subject-matter experts, data engineers, and systems engineers. Because we are a small company, this is not a role where you manage from a distance. You will be close to the work, close to the customer, and directly involved in shaping the direction of the effort alongside the team.

About Stella Technologies

Stella Technologies LLC is a lean startup that delivers model based systems engineering, digital cyber engineering, and modeling, simulation, and analysis for complex technical programs. We help teams connect requirements, architecture, and verification in a way that stays coherent as systems change, and we build the tooling and automation needed to keep engineering work traceable and usable over time. Our work includes building model driven workflows, simulation and digital twin environments, and cyber informed engineering approaches that support early testing, trade studies, and evidence based decisions. Stella is intentionally small and execution focused, staffed by highly capable individuals who take ownership of difficult tasks and deliver practical, working solutions. We believe human time is the world's most valuable asset and the greatest waste is squandering brilliant minds on repetitive, automatable tasks. We build systems that eliminate waste, freeing people to focus on creative, strategic, and complex challenges. Incumbency is a bug, not a feature. We build with open standards and straightforward engineering. No proprietary lock-in, no opaque systems.

Description

What You'll Do

  • Serve as the primary point of contact with the Government customer and maintain a strong, transparent working relationship with the COR and TPOC throughout the period of performance.
  • Lead the kick-off meeting and establish the cadence, communication norms, and working expectations between the team and the Government.
  • Build and maintain the project schedule, keeping tasks, milestones, and deliverable dependencies visible to the team and the customer.
  • Coordinate across the team's work streams (domain analysis, data architecture, workflow definition) to make sure deliverables come together cleanly and nothing is overlooked.
  • Prepare and deliver monthly status reports and facilitate quarterly Technical Interchange Meetings with the Government.
  • Review all deliverables before they go to the Government, ensuring quality, completeness, and alignment with the contract requirements.
  • Keep the team focused and unblocked. In a small team, this often means rolling up your sleeves and helping solve problems directly rather than delegating them.
  • Communicate proactively when priorities shift, assumptions change, or the scope needs to be revisited with the Government.

What We're Looking For

  • 7+ years of program or project management experience, with meaningful time spent on DoW contracts.
  • Active experience alongside the Program Protection or System Security Engineering teams for an acquisition program of record.
  • Experience leading small, technical teams where the PM is expected to be hands-on and close to the deliverables.
  • Solid understanding of the DoD acquisition environment and familiarity with how Air Force organizations operate.
  • Comfortable building and maintaining a project schedule and keeping it honest as conditions change.
  • Strong communication skills, both written and verbal, with the ability to engage Government stakeholders directly and credibly.
  • Active Secret clearance.

Nice to Have

  • PMP certification or DAWIA Program Management credential.
  • Familiarity with Agile or iterative delivery approaches in a Government contracting environment.
  • Background working at or with small businesses in the defense space.
