Softek LLC is seeking an experienced IT Project Manager to lead data pipeline development and management initiatives for the IRS program. This critical role supports the IRS's digital transformation efforts under the Inflation Reduction Act, managing complex data engineering projects that enhance taxpayer services and improve tax processing systems.

Location: Washington DC Metro Area (Hybrid)

Security Clearance: Public Trust (MBI Required)


Key Responsibilities

  • Project Leadership: Manage 3-5 new data pipeline development projects annually, ensuring on-time delivery within scope and budget
  • Stakeholder Management: Coordinate with IRS program managers, technical teams, and external vendors across multiple organizational levels
  • Technical Oversight: Oversee data pipeline architecture, ETL processes, and integration with AWS cloud services (RDS, Redshift, Databricks)
  • Compliance Management: Ensure adherence to IRS OneSDLC methodology, federal security protocols, and Treasury guidelines
  • Risk Management: Identify, assess, and mitigate project risks while maintaining comprehensive risk registers
  • Resource Planning: Coordinate cross-functional teams including data engineers, analysts, and developers
  • Reporting: Provide weekly, bi-weekly, and monthly status reports to government stakeholders and executive leadership
  • Quality Assurance: Maintain 95% delivery standards and ensure all deliverables meet federal acceptance criteria

Required Qualifications

  • Experience: Minimum 5 years managing data pipeline development and management projects with federal agencies
  • Project Count: Demonstrated experience managing at least 3 similar-scale data projects in government environments
  • Federal Experience: Strong understanding of federal procurement, security protocols, and compliance requirements
  • Technical Knowledge: Familiarity with cloud data platforms (AWS), ETL tools (Informatica, Databricks), and database technologies
  • Education: Bachelor's degree in Information Technology, Computer Science, Engineering, or related field

Preferred Qualifications

  • Certifications: PMP (Project Management Professional) or Agile certification
  • IRS Experience: Previous work with IRS systems, tax processing, or Treasury Department projects
  • Cloud Expertise: AWS certifications or demonstrated cloud project management experience
  • Security Clearance: Active Public Trust or ability to obtain quickly

Technical Environment

  • Platforms: AWS (RDS Postgres, Redshift, DynamoDB, Aurora), Databricks, TCloud (FedRAMP High)
  • Tools: Informatica, EFTU, Business Objects, Tableau, PowerBI, IBM Rational Suite
  • Methodologies: OneSDLC, Agile, DevSecOps practices
