Position Overview
The Compliance Specialist - Onsite provides dedicated, project-specific support for prevailing wage and
apprenticeship compliance activities at an assigned project site. This role performs the same core compliance
functions as a project-based Compliance Specialist but is embedded onsite and focused exclusively on the
assigned project. Following project setup, subcontractor onboarding, and the formal compliance handoff, the
Compliance Specialist - Onsite serves as the primary day-to-day compliance resource for the assigned project,
reviewing documentation, identifying risks, coordinating corrective actions, and maintaining audit-ready records.
This role works closely with onsite project leadership, subcontractors, payroll teams, customer operations, and
internal subject-matter experts to support compliance with applicable Inflation Reduction Act prevailing wage and
apprenticeship requirements, Davis-Bacon standards, registered apprenticeship program requirements,
contractual obligations, and established company procedures. The onsite assignment provides increased visibility
into field activity, subcontractor performance, workforce practices, required postings, project documentation, and
emerging compliance risks.
Key Responsibilities
Project Compliance Monitoring
Manage ongoing compliance activities for the assigned project and its subcontractors after the formal
compliance handoff. Monitor compliance with applicable prevailing wage, apprenticeship, labor classification, documentation, and
reporting requirements. Maintain project-specific trackers, calendars, action logs, deadlines, and status reports. Review project activity and supporting data to identify missing information, inconsistencies, emerging risks,
and potential compliance gaps. Maintain regular visibility into onsite workforce activity and identify discrepancies between field activity and
reported payroll or compliance documentation. Provide recurring project-status updates covering open risks, corrective actions, upcoming deadlines, and
escalations. Participate in weekly operational reviews, onsite project meetings, subcontractor meetings, and client
meetings as assigned.
Certified Payroll and Wage Compliance
Review certified payroll reports and supporting records for completeness, accuracy, and consistency. Verify employee classifications, wage rates, fringe benefits, deductions, hours, and other payroll elements
against applicable project requirements. Identify apparent underpayments, classification concerns, documentation deficiencies, or other payroll
discrepancies. Coordinate clarification, corrected documentation, amended payrolls, restitution, and back-pay support with
subcontractors and internal stakeholders.
Track corrective actions through resolution and escalate complex or high-risk matters to the PWA Compliance
Lead. Support data integrity and discrepancy resolution in LCPtracker, ProScore, or other designated compliance
systems.
Apprenticeship Compliance
Review apprenticeship registrations, program records, occupations, wage progressions, and related
documentation. Monitor apprentice labor-hour, participation, and applicable apprentice-to-journeyworker ratio requirements. Evaluate whether apprentices are assigned to appropriate registered occupations and wage progressions. Track apprentice and journeyworker utilization by contractor, trade, or other required reporting level for the
assigned project. Identify apprenticeship documentation gaps, wage concerns, ratio issues, or inconsistencies in reported
employee status. Coordinate follow-up and maintain records supporting apprenticeship compliance and audit readiness.
Labor Classification and Documentation Review
Review work descriptions, payroll classifications, project scopes, wage determinations, and supporting
documentation for consistency. Identify potential classification concerns and request additional information when needed. Coordinate technical questions with subcontractors, project teams, payroll personnel, and the PWA
Compliance Lead. Document classification decisions, supporting rationale, corrective actions, and escalation history in
accordance with established procedures. Assist with confirming required jobsite postings and other project-specific compliance materials. Confirm required onsite wage determinations, notices, and compliance postings are current, complete, and
appropriately displayed.
Subcontractor Coordination and Issue Management Serve as the primary day-to-day onsite compliance contact for the assigned project and its subcontractors. Communicate documentation expectations, deadlines, routine findings, and required corrective actions. Conduct follow-up regarding missing payrolls, apprenticeship records, employee information, classifications,
or other required submissions. Coordinate intake, triage, assignment, and tracking of compliance inquiries. Maintain clear records of communications, commitments, open issues, and resolutions. Escalate unresolved, repeated, high-risk, or time-sensitive issues through established escalation paths.
Audit Readiness, Reporting, and Process Support Maintain complete, organized, and audit-ready records in SharePoint or other designated systems. Support internal reviews, owner audits, regulatory inquiries, Department of Labor reviews, and other
compliance examinations. Assist with audit packages, document indexes, worker interviews, jobsite observations, and follow-up logs
when included in scope. Support or conduct worker interviews and onsite compliance observations as required and maintain
documentation of findings and follow-up actions. Maintain compliance metrics, dashboards, trackers, and reporting systems. Analyze project data to identify trends, recurring issues, and areas requiring additional attention. Follow standardized workflows, handoffs, communication protocols, and escalation paths. Assist with SOPs, project checklists, templates, training materials, and process-improvement initiatives.
Required Qualifications
Bachelor's degree in business administration, accounting, finance, human resources, construction
management, legal studies, data analytics, or a related field preferred; equivalent relevant experience may be
considered.
Two to four years of experience in compliance, payroll, project coordination, construction administration,
workforce programs, operations, data analysis, or a related field. Experience working in a regulated, audited, construction, payroll, or documentation-intensive environment. Strong organizational skills and ability to manage project deadlines, multiple subcontractors, open compliance
items, and competing onsite priorities. High attention to detail and commitment to accurate recordkeeping. Ability to review detailed payroll, employee, apprenticeship, and project documentation. Strong written and verbal communication, critical-thinking, research, and problem-solving skills. Proficiency in Microsoft Excel or Google Sheets and standard business-productivity applications. Ability to maintain confidentiality and appropriately handle sensitive payroll, employee, and business
information.
Preferred Experience
Experience with Inflation Reduction Act prevailing wage and apprenticeship requirements. Familiarity with Davis-Bacon requirements, certified payroll, wage determinations, fringe benefits, and labor
classifications. Exposure to registered apprenticeship programs, apprentice wage progressions, participation requirements,
and ratios. Experience using LCPtracker, ProScore, SharePoint, Power BI, Tableau, or similar systems. Experience with construction, renewable energy, subcontractors, audits, worker interviews, or managed-
services clients.
Role Boundaries
The Compliance Specialist - Onsite supports monitoring, documentation review, issue coordination, and advisory
activities for the assigned project within the agreed scope. The role does not independently provide legal or tax
advice or make final regulatory determinations on behalf of ProScore Technologies or its clients. Complex
regulatory interpretations, significant payroll findings, unresolved classification matters, audit issues, and material
compliance risks must be escalated to the PWA Compliance Lead or designated ProScore Technologies
leadership.
Engagement Details
This position is hired and staffed by ProScore Technologies and supports onsite project compliance delivery
as part of ProScore Technologies’ workforce compliance services. This position is dedicated to an assigned client project and its subcontractors and is expected to maintain
regular onsite presence throughout the applicable project assignment. Responsibilities may be adjusted based on agreed scope, project phase, workforce size, subcontractor
activity, audit requirements, and organizational priorities. Work schedules may align with project construction activities and may require flexibility based on site
operations, workforce schedules, audits, owner meetings, or compliance needs.
