Key Responsibilities
Program Operations & Delivery
- Manage full program lifecycle: intake → eligibility → audit → installation → quality control → reporting
- Oversee production to meet required targets (e.g., 431 units and quarterly benchmarks)
- Ensure timely scheduling of audits, installations, and inspections
- Maintain a stable production pipeline and implement corrective actions when performance falls below targets
Compliance & Reporting
- Ensure compliance with NC DEQ WAP, IIJA, DOE, and related regulations
- Oversee CARDS data entry accuracy, documentation completeness, and reporting requirements
- Review and submit monthly billing packages, ensuring all required documentation is complete and audit-ready
- Maintain client file integrity and secure data handling practices
Team & Contractor Management
- Supervise program staff including intake, outreach, reporting, and QC roles
- Manage subcontractors (auditors, QC inspectors, installers) including performance, documentation, and compliance
- Maintain primary and backup contractor capacity to prevent production delays
Quality Control & Continuous Improvement
- Oversee independent quality control inspections and ensure corrective actions are implemented
- Monitor key metrics such as cycle time, deferrals, and production rates
- Implement process improvements to increase throughput and reduce bottlenecks
Deferral Reduction & Workflow Optimization
- Lead early deferral-risk screening and referral pathways for non-weatherization-ready homes
- Maintain dashboards tracking deferrals, production, and county-level performance
- Adjust outreach and operations strategies to improve conversion and efficiency
Stakeholder & Community Engagement
- Coordinate with community partners, agencies, and referral organizations to drive intake volume
- Support equitable service delivery across all counties, prioritizing underserved populations
- Serve as primary liaison with NC DEQ and other stakeholders
Risk Management & Performance Recovery
- Monitor program performance and trigger corrective action plans when needed
- Diagnose operational bottlenecks (capacity, documentation, deferrals, etc.)
- Communicate recovery plans and updates to leadership and NC DEQ
Required Qualifications
- Bachelor’s degree in public administration, business, energy, construction management, or related field (or equivalent experience)
- 5+ years of program or project management experience, preferably in housing, energy efficiency, or government programs
- Experience managing federally or state-funded programs with compliance requirements
- Strong knowledge of operational workflows, reporting, and performance management
Preferred Qualifications
- Experience with Weatherization Assistance Program (WAP) or energy efficiency programs
- Familiarity with CARDS or similar data/reporting systems
- Experience managing subcontractors and multi-county operations
- Knowledge of DOE weatherization standards, NEAT/MHEA tools, or QC processes
