About MD Ally
MD Ally connects non-emergency 911 callers to virtual care. We partner with public safety agencies and health plans so dispatchers and first responders can connect people with a clinician when their concern doesn’t require an emergency response.
Our work extends beyond the initial call. We help patients connect with care and resources through their health plan and community. These partnerships expand the care available through 911, reduce unnecessary use of emergency services and keep ambulances available for people who need them.
Role Overview
The Director of Government Partnerships will own how MD Ally wins state and local government contracts. You’ll identify opportunities, build agency relationships, develop prime and subcontractor partnerships, lead bids and negotiate agreements. This role carries an annual target for new contract awards and revenue. You’ll be building agency and legislative relationships, monitoring policy and funding decisions, and directing outside lobbyists in priority states. You’ll connect that work to specific contracting opportunities and maintain relationships through leadership changes and budget cycles.
Reporting to the CEO, you’ll recommend target states and priority pursuits and agree on your annual target. You’ll own the commercial relationship from the first meeting through renewal. Operations will own implementation and service delivery. You’ll make sure the handoff reflects the contract and stay involved when an issue affects the partner relationship or commercial terms. The position is remote and requires up to 40% travel within the United States. Some conferences, association meetings and agency sessions take place in the evenings or on weekends.
RESPONSIBILITIES
State Strategy and Relationships
- Recommend priority states and build a plan for each. Assess agency needs, available funding, procurement timing and MD Ally’s ability to deliver. Identify the path to a direct contract or a subcontract with an established prime.
- Build relationships with state health departments, Medicaid agencies, state EMS and 911 offices, and county public safety leaders. Engage program staff early enough to understand needs and upcoming opportunities.
- Map each pursuit’s program owner, budget authority, procurement office, decision makers, incumbents and potential partners. Maintain a clear record of relationships and next steps.
- Coordinate introductions from the CEO, advisory board, health plans and public safety partners. Prepare for meetings and carry each relationship forward after the introduction.
Capture Proposals and Negotiations
- Own the government pipeline and forecast. Qualify opportunities, recommend bid or no-bid decisions, and explain the resources, timing and likelihood of an award.
- Lead capture from qualification through award. Develop the competitive approach, teaming strategy and proposal plan. Identify primes to partner with and opportunities where MD Ally can hold the contract directly.
- Evaluate rural health funding and other state program opportunities, including the Rural Health Transformation Program. Confirm the program requirements and contracting path with clinical, compliance and finance colleagues before committing to a pursuit.
- Develop teaming and subcontracting arrangements. Define MD Ally’s role, scope and commercial terms with potential partners. Bring proposed agreements to the CEO and counsel for review.
- Lead responses to RFIs, solicitations and agency vendor sessions. Coordinate proposal content from clinical, operations, technology, compliance and finance teams. Check submissions against the requirements and manage deadlines.
- Lead negotiations with agencies and primes on scope, pricing, performance commitments and terms. Confirm delivery capacity with operations and obtain CEO and legal approval before making commitments outside your delegated authority.
Government Affairs and Outside Firms
- Build relationships with legislators and staff who influence healthcare, public safety and appropriations. Develop champions who understand MD Ally’s services and the needs they address.
- Monitor elections, appointments, committee assignments, agency leadership, budget cycles and policy changes. Explain what developments mean for active pursuits and recommend a response.
- Select and manage outside government affairs firms within an approved budget and scope. Assess state and agency expertise, relevant results, conflicts and cost. Set priorities and evaluate the work they produce.
- Own coordination of approved legislative and regulatory advocacy. Work with the CEO, counsel and outside advocates on positions and engagement plans. Keep their activity aligned with agency relationships and commercial pursuits.
- Coordinate with counsel on applicable lobbying, procurement and ethics requirements. Follow contact restrictions and conflict rules when engaging agencies or contributing to program discussions.
Contract Handoff and Growth
- Lead the commercial handoff after award. Document the agreed scope, obligations, deadlines and partner expectations with operations. Operations will lead implementation and ongoing service delivery with clinical and technology teams.
- Remain the agency or prime’s commercial relationship owner. Coordinate with operations on performance reviews and service issues. Lead renewals, extensions, scope changes and expansion negotiations.
- Maintain accurate opportunity and engagement records in the CRM. Give the CEO a regular forecast and a clear account of decisions, blockers and required support.
