Substance Use Disorder (SUD) Program Manager

To: ED/ COO/ Outpatient Director
The SUD Program Manager is a key leadership role at our co-occurring SUD/Mental Health outpatient treatment center. This position is responsible for ensuring the delivery of high-quality, integrated services that reflect our harm reduction philosophy and client-centered approach to recovery. The Manager provides clinical supervision, oversees documentation and compliance, supports staff development, and fosters both internal collaboration and external partnerships. The role also includes outreach, community engagement, budget oversight, and promoting wellness in the workplace.
We are a harm reduction-based agency that values multiple pathways to recovery. Open-mindedness, cultural humility, and an understanding of recovery beyond abstinence-based models are essential. Lived experience with substance use and/or mental health challenges is required and deeply valued in this role.

Clinical Oversight & Supervision
· Provide clinical supervision and guidance to SUD counselors and support staff, in compliance with Oregon Administrative Rules (OARs) for outpatient behavioral health services.
· Regularly review documentation for accuracy, compliance, and adherence to person-centered, trauma-informed, and evidence-based practices.
· Guide and support clinical staff in case planning, service delivery, and ethical care for individuals with SUD and co-occurring disorders.
Program Management
· Supervise the SUD Peer Support Program, ensuring peer roles are respected and effectively integrated within the clinical setting.
· Cultivate a learning environment that supports the professional growth and resilience of counselors and peer staff.
· Maintain program fidelity with harm reduction principles and the agency’s mission of inclusivity and accessibility.
Collaboration & Communication
· Build strong, respectful relationships across departments and promote effective interdisciplinary teamwork.
· Serve as a key liaison to community partners, referral sources, and collaborating agencies.
· Support communication between SUD and MH teams to enhance coordination of care.
Community Engagement & Outreach
· Represent the agency through public speaking, presentations, and outreach to community organizations and stakeholders.
· Promote the agency's harm reduction philosophy and comprehensive services to diverse audiences.
· Lead efforts to expand community partnerships and increase accessibility to care for underserved populations.
Administrative & Financial Responsibilities
· Assist in managing and tracking the SUD program budget and expenditures.
· Contribute to reporting, grant writing, and quality improvement activities as needed.
· Ensure program operations meet all state regulatory requirements, including compliance with Oregon OARs governing outpatient behavioral health programs.

Qualifications:
· Certified or qualified to supervise SUD counseling staff per Oregon standards (e.g., CADC II, CADC III).
· Lived experience with substance use and/or mental health challenges (required).
· Minimum 3–5 years of experience in SUD and co-occurring treatment settings, with at least 2 years of supervisory or leadership experience.
· Demonstrated knowledge of harm reduction principles and inclusive recovery models.
· Familiarity with Oregon Outpatient Behavioral Health OARs and commitment to regulatory compliance.
· Strong leadership, communication, and organizational skills.
· Experience with documentation review, staff development, and EHR systems.
Preferred Qualifications:
· Bilingual or multilingual abilities.
· Experience managing or integrating peer support services.
· Background in outreach, public speaking, and community relations.
· Understanding of behavioral health program budgeting and reporting processes.
Work Environment & Schedule:
· 32-hour work week, with flexible scheduling and a strong emphasis on work-life balance.
· Primarily in-office with occasional travel for community events, presentations, and outreach.
· Participation in evening or weekend events may be required on occasion, including availability to staff outside of normal working hours.
