The Role

Are you a community-centered leader who thrives on details, cares deeply about equity, and can comfortably run a portfolio of multi-jurisdictional programs without dropping a beat? We are looking for a Technical Assistance (TA) Program Manager to take end-to-end ownership of our full portfolio of technical assistance programs.

In this role, you’ll serve as the single point of accountability for all active TA programs—overseeing scopes, budgets, consultant staffing, funder deliverables, and outcomes across multiple jurisdictions and funding sources. You will directly mentor and lead our team of TA consultants, hold the compliance calendar, and help fuel our portfolio's growth by pursuing new government and grant opportunities.

What You'll Do

  • Lead & Support Our Team: Directly supervise, mentor, and coach our team of TA consultants. You will assign caseloads, balance capacity across programs, train staff on tools, and foster an inclusive, collaborative team culture.
  • Manage Portfolio & Operations: Keep every active TA program running smoothly from launch to closeout. You'll track progress against deliverables, monitor budget-to-actual spend, ensure audit-ready records, and keep funders updated.
  • Pursue Growth Opportunities: Keep an eye on government solicitation sources (federal, state, county, municipal) and foundation announcements. You will lead proposal and bid responses, write work plans, build proposal budgets, and cultivate strategic partnerships.
  • Drive Quality & Equity: Review consultant documentation, facilitate cross-program learning, and ensure our business support services remain community-rooted, culturally competent, and high-impact.
  • Connect with the Community: Serve as a key liaison between leadership, consultants, funders, and community partners. Attend regional TA community meetings and represent Launch Industries in the markets we serve.

What You Bring (Qualifications)

  • Leadership & Multi-Program Experience: 10+ years of leadership experience managing teams, programs, or community initiatives, including at least 2 years managing multiple programs or contracts simultaneously.
  • Gov Con & Compliance Savvy: 3+ years of government contracting/grant experience. You know how to interpret solicitations, manage deliverables, track allowable costs, and prepare for audits.
  • Budget Fluency: Comfortable reading budget-to-actual reports, spotting variances early, and recommending solutions.
  • People & Community Focus: Proven success directly supervising staff or consultants, paired with a deep understanding of small business support networks.
  • Education: Bachelor’s degree in Community Development, Public Administration, Business, or a related field (Master’s preferred), equivalent experience considered
  • Tech Literacy: Proficient in (or quick to master) tools like Slack, Zoom, Calendly, Google Workspace, Harvest, and custom CRM/tracking tools.

Why You’ll Love Working Here (Benefits & Perks)
