Your Mission

• Deliver high-quality functional consulting and knowledge transfer across Tyler Utility Billing modules for public-sector clients
• Translate complex utility billing and revenue management processes into precise Tyler ERP configuration and workflow design
• Partner with client utility and finance leaders to analyze requirements, configure the system, and ensure full operational readiness at go-live
• Serve as a trusted advisor — not just a trainer — guiding utility billing staff through challenges and surfacing process improvement opportunities
• Ensure structured knowledge transfer so clients are confident and self-sufficient managing Tyler Utility Billing post-implementation

Key Responsibilities

• Tyler Utility Billing Configuration & Implementation
• Analyze client utility billing business models and document software requirements across assigned Tyler UB modules including Meter-to-Cash, Rate Management, Customer Service, and Cash Receipting
• Configure Tyler UB in alignment with client rate structures, tiered/seasonal billing rules, meter data integration, and fiscal year requirements
• Configure approval workflows, billing controls, and system security in accordance with client operational and audit requirements
• Consult with utility directors, finance officers, and customer service leads to capture workflow, integration, and reporting needs
• Support system integration activities between Tyler Utility Billing and adjacent Tyler modules (Finance, EAM, EPL) and third-party systems (AMI/AMR, payment processors)
• Data Migration & Conversion
• Guide clients through data mapping and conversion from legacy billing systems to Tyler Utility Billing applications
• Lead data migration activities including customer and account mapping, meter history migration, open transaction loads, and opening balance validation
• Identify data conversion issues and partner with technical staff to resolve them ahead of go-live
• Execute billing data reconciliation between legacy systems and Tyler Utility Billing to confirm migration accuracy prior to cutover
• Testing & Quality Assurance
• Develop functional test scripts and end-to-end billing workflow scenarios for Tyler Utility Billing modules
• Support structured testing phases (SIT, UAT), including parallel billing runs, and confirm client readiness for go-live across all utility workstreams
• Track defects and coordinate resolution with the project team and Tyler vendor support through to closure
• Support parallel processing activities and billing reconciliation between legacy and new systems prior to cutover
• Training & Knowledge Transfer
• Design and deliver role-based end-user training sessions — remote and onsite as required — tailored to Tyler Utility Billing client workflows
• Develop client-facing training materials including user guides, process guides, quick reference sheets, and job aids specific to Tyler UB module configurations
• Create or adapt custom billing and revenue reports to meet client-specific operational and reporting requirements
• Build utility billing staff capability to independently administer and sustain the Tyler UB environment post-implementation
• Project Governance & Delivery
• Maintain accurate project documentation including configuration logs, issue logs, agendas, trip reports, and timesheets
• Participate in weekly project status meetings, steering committee presentations, and departmental working sessions
• Provide weekly progress updates, time tracking, and effort reporting to support budget management
• Escalate functional risks, configuration issues, and scope changes to the Project Manager proactively and with recommended resolution paths
• Execute all assignments in accordance with KCT's delivery methodology and quality standards

Success in this role includes:

• Tyler Utility Billing configurations that fully align with client rate structures, revenue requirements, and reporting obligations
• Clean, reconciled billing data migrations with no material discrepancies carried into go-live
• Confident, self-sufficient client utility billing teams capable of administering Tyler UB post-implementation
• Structured, well-documented testing cycles — including successful parallel billing runs — with defects tracked and resolved ahead of go-live
• Strong client trust in KCT's utility billing implementation expertise and delivery discipline

Qualifications

• Required Experience
• 3+ years of functional consulting experience on Tyler Technologies Utility Billing implementations
• Hands-on configuration experience across core Tyler UB modules including Meter-to-Cash, Rate Management, Customer Service, and Cash Receipting
• Deep understanding of state and local government utility billing regulations, rate design, and meter-to-cash processes
• Experience leading utility billing data migration, parallel processing, and reconciliation activities within ERP implementation programs
• Technical / Functional Skills
• Experience delivering role-based end-user training and producing structured documentation in a government ERP context
• Ability to manage multiple workstreams independently in a fully remote, client-facing environment
• Bachelor's degree in a relevant field (Business, Public Administration, Information Systems, or a related field) preferred
• Professional Skills
• Strong written and verbal communication skills with both technical and non-technical stakeholders, including department directors and executive leadership
• Confident, executive-level presence when advising client leadership and steering committees
• Sound judgment in balancing client satisfaction with delivery discipline and scope adherence
• Ability to adapt effectively within dynamic, multi-stakeholder public-sector environments
• Preferred Qualifications
• AMI/AMR integration experience, utility billing certification, or equivalent government utility credential is advantageous but not required. Agile/Scrum experience or certification in hybrid ERP delivery environments is a plus.

• Working knowledge of adjacent Tyler modules is a nice-to-have and supports more integrated, cross-functional implementation engagements. Preference is given to candidates with additional exposure to one or more of the following:

• Submit accurate monthly invoices by the last business day of each calendar month, itemised by date, hours, and deliverable
