FOR POOLING: The ERP Implementation Consultant — HCM is a key functional delivery role within KCT's ERP Service Delivery practice, responsible for guiding state and local government clients through successful Tyler Human Capital Management (HCM) implementations. This position covers the full spectrum of public-sector HR and payroll management — from position control and payroll configuration through benefits administration, employee lifecycle management, and compliance reporting. The consultant is accountable for translating client HR and payroll business requirements into precise Tyler system configuration and workflow design, partnering closely with project managers, change management leads, and technical staff to deliver a high-quality transition to Tyler ERP. The caliber of work in this role directly impacts client HR operations, payroll accuracy, compliance readiness, and KCT's long-term delivery reputation. Success in this role requires deep functional knowledge of public-sector HR and payroll practices, position control, benefits administration, and labor compliance requirements, combined with confident executive-level, client-facing communication and the ability to guide public-sector HR teams through the full implementation lifecycle. Hands-on experience with Tyler Munis HCM or New World HR-Payroll is strongly preferred.

Description

Your Mission

  • Deliver high-quality functional consulting and knowledge transfer across Tyler HCM modules for public-sector clients
  • Translate complex government HR and payroll processes into precise Tyler ERP configuration and workflow design
  • Partner with client HR and payroll leaders to analyze requirements, configure the system, and ensure full operational readiness at go-live
  • Serve as a trusted advisor — not just a trainer — guiding HR staff through challenges and surfacing process improvement opportunities
  • Ensure structured knowledge transfer so clients are confident and self-sufficient managing Tyler HCM post-implementation


Key Responsibilities

  • Tyler HCM Configuration & Implementation
  • Analyze client HR and payroll business models and document software requirements across assigned Tyler HCM modules including Payroll, Position Control, Benefits Administration, Employee Self-Service, and Time & Attendance
  • Configure Tyler HCM in alignment with client position budgeting, pay structures, benefit plans, and fiscal year requirements
  • Configure approval workflows, payroll controls, and system security in accordance with client operational and audit requirements
  • Consult with HR directors, payroll managers, and department leads to capture workflow, integration, and reporting needs
  • Support system integration activities between Tyler HCM and adjacent Tyler modules (Finance, Utility Billing) and third-party systems (retirement systems, benefits carriers, timekeeping)
  • Data Migration & Conversion
  • Guide clients through data mapping and conversion from legacy HR/payroll systems to Tyler HCM applications
  • Lead data migration activities including employee master data mapping, historical payroll and leave balance migration, and opening balance validation
  • Identify data conversion issues and partner with technical staff to resolve them ahead of go-live
  • Execute payroll and HR data reconciliation between legacy systems and Tyler HCM to confirm migration accuracy prior to cutover
  • Testing & Quality Assurance
  • Develop functional test scripts and end-to-end payroll and HR workflow scenarios for Tyler HCM modules
  • Support structured testing phases (SIT, UAT), including parallel payroll runs, and confirm client readiness for go-live across all HR workstreams
  • Track defects and coordinate resolution with the project team and Tyler vendor support through to closure
  • Support parallel processing activities and payroll reconciliation between legacy and new systems prior to cutover
  • Training & Knowledge Transfer
  • Design and deliver role-based end-user training sessions — remote and onsite as required — tailored to Tyler HCM client workflows
  • Develop client-facing training materials including user guides, process guides, quick reference sheets, and job aids specific to Tyler HCM module configurations
  • Create or adapt custom HR and payroll reports to meet client-specific operational and reporting requirements
  • Build HR staff capability to independently administer and sustain the Tyler HCM environment post-implementation
  • Project Governance & Delivery
  • Maintain accurate project documentation including configuration logs, issue logs, agendas, trip reports, and timesheets
  • Participate in weekly project status meetings, steering committee presentations, and departmental working sessions
  • Provide weekly progress updates, time tracking, and effort reporting to support budget management
  • Escalate functional risks, configuration issues, and scope changes to the Project Manager proactively and with recommended resolution paths
  • Execute all assignments in accordance with KCT's delivery methodology and quality standards

Qualifications

  • Required Experience
  • 3+ years of functional consulting experience on Tyler Technologies HCM implementations
  • Hands-on configuration experience across core Tyler HCM modules including Payroll, Position Control, Benefits Administration, and Employee Self-Service
  • Deep understanding of state and local government HR and payroll practices, position budgeting, labor compliance (FLSA), and retirement/benefits administration
  • Experience leading payroll and HR data migration, parallel payroll processing, and reconciliation activities within ERP implementation programs
  • Technical / Functional Skills
  • Experience delivering role-based end-user training and producing structured documentation in a government ERP context
  • Ability to manage multiple workstreams independently in a fully remote, client-facing environment
  • Bachelor's degree in a relevant field (Business, Public Administration, Information Systems, or a related field) preferred
  • Professional Skills
  • Strong written and verbal communication skills with both technical and non-technical stakeholders, including department directors and executive leadership
  • Confident, executive-level presence when advising client leadership and steering committees
  • Sound judgment in balancing client satisfaction with delivery discipline and scope adherence
  • Ability to adapt effectively within dynamic, multi-stakeholder public-sector environments
  • Preferred Qualifications
  • SHRM-CP, SHRM-SCP, Certified Payroll Professional (CPP), or equivalent government HR/payroll credential is advantageous but not required. Agile/Scrum experience or certification in hybrid ERP delivery environments is a plus.
