Your Mission

• Deliver high-quality functional consulting and knowledge transfer across Tyler EPL modules for public-sector clients
• Translate complex permitting, licensing, and code enforcement processes into precise Tyler ERP configuration and workflow design
• Partner with client permitting and community development leaders to analyze requirements, configure the system, and ensure full operational readiness at go-live
• Serve as a trusted advisor — not just a trainer — guiding permitting staff through challenges and surfacing process improvement opportunities
• Ensure structured knowledge transfer so clients are confident and self-sufficient managing Tyler EPL post-implementation

Key Responsibilities

• Tyler EPL Configuration & Implementation
• Analyze client permitting and licensing business models and document software requirements across assigned Tyler EPL modules including Permitting, Licensing, Code Enforcement, Inspections, and Citizen Self-Service
• Configure Tyler EPL in alignment with client permit types, fee schedules, workflow routing, and jurisdictional requirements
• Configure approval workflows, inspection scheduling rules, and system security in accordance with client operational and audit requirements
• Consult with community development directors, building officials, and department leads to capture workflow, integration, and reporting needs
• Support system integration activities between Tyler EPL and adjacent Tyler modules (Finance, GIS, Utility Billing) and third-party systems
• Data Migration & Conversion
• Guide clients through data mapping and conversion from legacy permitting systems to Tyler EPL applications
• Lead data migration activities including permit and license history mapping, parcel/GIS data alignment, open case loads, and balance validation
• Identify data conversion issues and partner with technical staff to resolve them ahead of go-live
• Execute data reconciliation between legacy systems and Tyler EPL to confirm migration accuracy prior to cutover
• Testing & Quality Assurance
• Develop functional test scripts and end-to-end permitting and licensing workflow scenarios for Tyler EPL modules
• Support structured testing phases (SIT, UAT) and confirm client readiness for go-live across all permitting workstreams
• Track defects and coordinate resolution with the project team and Tyler vendor support through to closure
• Support parallel processing activities and reconciliation between legacy and new systems prior to cutover
• Training & Knowledge Transfer
• Design and deliver role-based end-user training sessions — remote and onsite as required — tailored to Tyler EPL client workflows
• Develop client-facing training materials including user guides, process guides, quick reference sheets, and job aids specific to Tyler EPL module configurations
• Create or adapt custom permitting and licensing reports to meet client-specific operational and reporting requirements
• Build permitting staff capability to independently administer and sustain the Tyler EPL environment post-implementation
• Project Governance & Delivery
• Maintain accurate project documentation including configuration logs, issue logs, agendas, trip reports, and timesheets
• Participate in weekly project status meetings, steering committee presentations, and departmental working sessions
• Provide weekly progress updates, time tracking, and effort reporting to support budget management
• Escalate functional risks, configuration issues, and scope changes to the Project Manager proactively and with recommended resolution paths
• Execute all assignments in accordance with KCT's delivery methodology and quality standards

Expected Outcomes

Success in this role includes:

• Tyler EPL configurations that fully align with client permitting requirements, jurisdictional regulations, and reporting obligations
• Clean, reconciled permitting and licensing data migrations with no material discrepancies carried into go-live
• Confident, self-sufficient client permitting teams capable of administering Tyler EPL post-implementation
• Structured, well-documented testing cycles with defects tracked and resolved ahead of go-live
• Strong client trust in KCT's permitting and licensing implementation expertise and delivery discipline

Qualifications

• Required Experience
• 3+ years of functional consulting experience on Tyler Technologies EPL implementations
• Hands-on configuration experience across core Tyler EPL modules including Permitting, Licensing, Code Enforcement, and Inspections
• Deep understanding of state and local government permitting and licensing regulations, building and zoning codes, and code enforcement processes
• Experience leading permitting/licensing data migration, parallel processing, and reconciliation activities within ERP implementation programs
• Technical / Functional Skills
• Experience delivering role-based end-user training and producing structured documentation in a government ERP context
• Ability to manage multiple workstreams independently in a fully remote, client-facing environment
• Bachelor's degree in a relevant field (Business, Public Administration, Information Systems, or a related field) preferred
• Professional Skills
• Strong written and verbal communication skills with both technical and non-technical stakeholders, including department directors and executive leadership
• Confident, executive-level presence when advising client leadership and steering committees
• Sound judgment in balancing client satisfaction with delivery discipline and scope adherence
• Ability to adapt effectively within dynamic, multi-stakeholder public-sector environments
• Preferred Qualifications
• Certified Building Official (CBO), AICP, ICC certification, or equivalent government permitting credential is advantageous but not required. Agile/Scrum experience or certification in hybrid ERP delivery environments is a plus.

• Working knowledge of adjacent Tyler modules is a nice-to-have and supports more integrated, cross-functional implementation engagements. Preference is given to candidates with additional exposure to one or more of the following:

• Store all work product exclusively in KCT-approved cloud environments (Microsoft SharePoint / OneDrive); no storage on personal or unauthorised platforms
• Submit accurate monthly invoices by the last business day of each calendar month, itemised by date, hours, and deliverable
