JCF seeks a Director of People to design and implement HR strategies and programs that cultivate a high-performing and engaged team.


The Justice Climate Fund (JCF) is a purpose-built, non-profit corporation created to lead a national coalition to deliver on its successful application for the Clean Communities Investment Accelerator program (CCIA), a program of the EPA’s Greenhouse Gas Reduction Fund (GGRF). 

The Justice Climate Fund will maximize its $940 million award to achieve the GGRF’s goals of rapidly reducing greenhouse gas emissions, transforming low-income and disadvantaged communities through increased benefits (environmental, energy, climate, health, and economic), and attracting matching private capital for investment into qualified projects. The CCIA program specifically awarded funds for JCF to:

  1. Develop and administer training to build green financing capacity for CDFIs.
  2. Provide other technical assistance services to assist in building demand for qualified green lending projects.
  3. Grants to qualified community lenders to a) enable the design, development, and launch of new green financing programs and b) capitalize these qualified community lenders to build demonstration portfolios and attract additional private capital.

While JCF is a new organization, it is supported by and draws from the experience of its founding members, who represent a broad cross-section of environmental justice, community development finance, impact investing, and other organizations. JCF’s coalition includes over a dozen technical assistance partners who will not only help deliver technical assistance services to community lenders but also help reach community lenders that are best positioned to serve low-income and disadvantaged communities across the country and already serve 84% of Justice40 communities.

About the Position

JCF is a selectee of the CCIA Program, part of the Environmental Protection Agency's (EPA) Greenhouse Gas Reduction Fund (GGRF), to affordably finance clean energy projects that promise to deliver healthier air, greener transportation, cleaner water, and better-paying jobs to communities across the country. With its award, JCF will stand up a Community-Based Green Lender Certification Program to ensure that community lenders – especially U.S. Treasury-certified Community Development Financial Institution Banks (CDFI Banks), Minority Depository Institutions (MDIs) small and large CDFI loan funds directly serving communities that the program targets receive funding.

To move JCF to its next level of success, JCF seeks a Director of People to design and implement HR strategies and programs that cultivate a high-performing and engaged team. This role will oversee all aspects of HR, from talent acquisition and development to fostering a vibrant organizational culture.

Job Responsibilities:

Strategic HR Leadership:

  • Develop and execute HR strategies aligned with the organization’s goals and values
  • Provide guidance and strategic direction to the JCF leadership team on all HR-related matters
  • Drive initiatives that enhance employee experience and foster a positive work environment

Talent Acquisition:

  • Collaborate with leaders to understand hiring needs, develop a workforce plan, and establish talent pipelines
  • Lead the end-to-end recruitment process, from sourcing to offer stage, ensuring a seamless candidate experience
  • Evaluate and implement recruiting tools and technologies and implement equitable hiring processes

Talent Development:

  • Create and oversee programs for employee onboarding, training, and continuous development
  • Work with leaders to identify skill gaps and develop training initiatives to address them
  • Foster a culture of learning and growth, implementing mentorship and career development programs
  • Implement equitable employee performance management systems and processes

Employee Relations:

  • Address employee concerns, conflicts, and grievances in a fair and compassionate manner
  • Promote a culture of open communication, teamwork and belonging
  • Monitor employee performance and provide feedback and coaching

Employee Engagement and Retention:

  • Develop and execute strategies to enhance employee engagement, satisfaction, and retention
  • Conduct regular assessments of employee sentiment and implement initiatives based on feedback
  • Champion diversity, equity, and inclusion efforts to create an inclusive workplace culture

HR Strategy and Compliance:

  • Partner with leadership to develop and implement equitable HR policies and procedures aligned with organization goals and legal requirements
  • Ensure compliance with employment laws and regulations and maintain up-to-date knowledge of HR best practices
  • Understanding of benefits and compliance


  • Bachelor's degree in human resources, business administration, or related field
  • 7-10 years of progressive experience in talent acquisition, HR, or related roles, preferably in a startup or high-growth environment, or equivalent combination of education and experience
  • Industry experience in climate justice work, community engagement, and/or government grants preferred
  • Strong understanding of employment laws and HR best practices
  • Exceptional communication, interpersonal, and leadership skills
  • Ability to thrive in a dynamic, fast-paced virtual startup environment and adapt to changing priorities
