J&M is seeking supplementary staff and surge support with disaster/incident management, recovery, and resilience experience to join our reserve cadre. Team members may be deployed to support incident response, recovery, and community resilience efforts—often on short notice—bringing specialized expertise to fast-moving, high-impact, and rewarding assignments. Description

Deployments depend on incident needs and client requirements and could range in length. These roles are generally temporary positions and may not include healthcare benefits. 


Anticipated areas of need include:

  • Economic Development: strengthening local economies post-disaster through stakeholder/community engagement, assessment of disaster impacts and recovery needs, short and long-term planning, implementation, and measurement.
  • Emergency/Incident Management: supporting emergency operations to include risk management, planning, logistics, resource coordination and management, interagency communication, situational awareness, and reporting (using Tableau, Power BI, ESRI GIS, other tools).
  • Disaster Preparedness, Response, and Recovery: supporting communities before, during, and after disasters through planning, operational response, recovery coordination, communication & outreach. Includes situational monitoring, data collection & analysis, and reporting on natural and man-made disasters that could inform key decisions.
  • Public Health: protecting community health through emergency health planning, disease prevention, health communication, and coordination of public health services during and after disasters. Includes situational monitoring, research, data collection & analysis, and reporting on public health emergencies and disasters that could inform key decisions.
  • Behavioral Health: addressing mental health and emotional well-being needs through assessment, crisis counseling, trauma-informed support, and recovery services for individuals and communities affected by disasters, to include children and schools. 
  • Human & Social Services: delivering programs and services that help individuals and families meet basic needs, access support resources, and regain stability following emergencies and disasters. Includes experienced case managers, shelter managers, working with all populations including unaccompanied minors.

 

Required Qualifications

  • Must be authorized to work in the U.S. without sponsorship
  • Bachelor’s degree in emergency management, public health, economic development, public administration or a related field
  • Experience supporting disaster assistance and recovery operations at the federal, state, and/or local level
  • Hold or able to obtain federal credentials and pass standard background and credit checks
  • Ability to deploy, sometimes with little notice
  • Willing to work long and/or non-traditional hours in austere environments
  • Excellent communication skills
  • Proficiency with Microsoft 365 tools

 

Desired Qualifications

  • Familiarity with the National Incident Management System (NIMS) framework and applying Incident Command System (ICS) principles, through training and/or on-the-job experience
  • Relevant professional credentials (e.g., Certified Emergency Manager (CEM), Certified Floodplain Manager (CFM), Project Management Professional (PMP), Lean/Six Sigma, public health or social services licensure, GIS certificates, etc.)
