iP-Plus Consulting is seeking a VTC Lead to support an upcoming federal program. The VTC Lead serves as the shift-lead technical authority within a 24/7 Video Operations Center (VOC), providing direction and guidance to VTC Administrators while maintaining the capability to perform all VTC Administrator functions and support junior-level engineering tasks. You will act as the primary operational escalation point for SBC/CUBE and E911 issues, overseeing Tier 1–2 troubleshooting, validating administrative actions, and ensuring proper triage, documentation, and escalation to Tier 3 engineering. In this role, you will support secure and unsecure Video Teleconference (VTC), Streaming Video, and IPTV/Digital Signage operations for one of the Department of Defense's critical enterprise collaboration programs.

The VTC Lead works under general supervision, developing product or system requirements from inception to conclusion and creating specifications for simple to moderately complex technical problems. This role performs shift-lead duties, provides on-shift training and mentorship, enforces SOP adherence, and serves as the authoritative operational decision-maker for VTC services short of engineering authority.


Key Responsibilities

  • Perform shift-lead duties within the VOC, providing direction and guidance to VTC Administrators
  • Maintain the capability to perform all VTC Administrator functions while supporting junior-level engineering tasks
  • Serve as the primary operational escalation point for SBC/CUBE and E911 issues
  • Oversee Tier 1–2 troubleshooting, validate administrative actions, and monitor system health across VTC, Streaming Video, and IPTV/Digital Signage infrastructure
  • Ensure proper triage, documentation, and escalation to Tier 3 engineering without performing engineering-level configuration changes
  • Participate in engineering-led maintenance, testing, and development activities as an operational representative
  • Oversee shift-level reporting and consolidate SBC/CUBE and E911 operational metrics
  • Support audit sustainment and enterprise policy compliance; ensure documentation quality
  • Provide on-shift training and mentorship to VTC Administrators
  • Enforce SOP adherence and support change management processes


Required Qualifications

  • Five (5) years of progressive Information Technology (IT) experience, including at least two projects in technical areas relevant to the Statement of Work, with at least one project occurring within the past three (3) years
  • Demonstrated ability to support operational oversight, technical coordination, and effective communication between engineering and administrative staff


Required Certifications

  • A DoD-approved baseline cybersecurity certification, such as CompTIA Security+ (or equivalent)
  • A networking certification, such as Cisco Certified Network Associate (CCNA), or equivalent


Preferred Qualifications

  • Direct experience with Cisco VTC infrastructure (TMS, CMS, CMM, Expressway, CUCM, VCS)
  • Experience with SBC/CUBE and E911 collaboration-edge systems
  • Experience with streaming video and IPTV/Digital Signage platforms (e.g., Haivision, Elemental)
  • Prior experience in a DoD or federal government contracting environment
  • Prior shift-lead, team-lead, or supervisory experience in a 24/7 operations center
  • Familiarity with DISA STIGs and DoD IA security compliance requirements

This position is contingent upon contract award. Employment is expected to begin upon successful award and funding of the program.
