The Telecom Senior Engineer serves as the engineering authority responsible for the design, configuration, implementation, and sustainment of an enterprise Telecom/Collaboration architecture. You will develop technical requirements, engineering specifications, and solution designs; submit Engineering Change Requests (ECRs); and lead the analysis and resolution of complex technical issues as the Tier 3 escalation point. In this role, you will engineer voice, video, and data transport systems, evaluate carrier-provided WAN services, and design access and backbone networks supporting one of the Department of Defense's critical enterprise collaboration programs.

The Telecom Senior Engineer works under general supervision as the engineering authority for enterprise Telecom/Collaboration architecture, coordinating with Vendor PMs, COTRs, and government technical representatives to ensure engineering solutions meet stakeholder needs. This role contributes to short- and long-term technical strategy, participates in budget and lifecycle planning, and provides engineering oversight across subordinate technical roles.


Key Responsibilities

  • Serve as the engineering authority for design, configuration, implementation, and sustainment of the enterprise Telecom/Collaboration architecture
  • Develop technical requirements, engineering specifications, and solution designs to address deficiencies and support new capabilities
  • Perform engineering-level installation, configuration, and integration of new systems and devices
  • Submit Engineering Change Requests (ECRs) and coordinate IP/port/VM allocations
  • Coordinate with data center personnel to secure rack space, power, and connectivity
  • Lead the analysis and resolution of complex technical issues; provide Tier 3 escalation support
  • Coordinate with Vendor PMs, COTRs, and government technical representatives on engineering solutions
  • Contribute to short- and long-term technical strategy; participate in budget and lifecycle planning
  • Provide engineering oversight across subordinate technical roles, including VTC Lead and Telecom Network Junior Engineer
  • Design and engineer SBC/CUBE and E911 collaboration-edge infrastructure
  • Evaluate and estimate carrier-provided voice and data WAN services; design access and backbone networks


Required Qualifications

One of the following:

  • Master's Degree in Electrical, Electronics, or Systems Engineering with at least eight (8) years of experience in that field (five (5) years directly related), OR
  • Bachelor's Degree in a related field with at least ten (10) years of experience in information systems or software engineering, OR
  • An equivalent combination of education, advanced technical certifications, and directly related engineering experience
  • Demonstrated experience with complex applications involving all phases of telecommunications network design, implementation, management, and analysis, including voice, video, and data transport systems
  • Experience evaluating and estimating carrier-provided voice and data WAN services, designing access and backbone networks, and/or managing the analysis and design of wireless voice or data networks
  • Familiarity with networking protocols and standard IoT protocols


Required Certifications

  • A relevant certification from a nationally recognized technical authority, such as Cisco Certified Network Professional (CCNP) Enterprise or CCNP Collaboration, as well as CompTIA CASP+ or an equivalent advanced industry credential supporting senior-level telecommunications and network engineering


Preferred Qualifications

  • Direct experience with Cisco VTC/collaboration infrastructure (CMS, CMM, Expressway, CUCM, VCS)
  • Experience with SBC/CUBE and E911 collaboration-edge engineering
  • Experience with streaming video and IPTV/Digital Signage platforms (e.g., Haivision, Elemental)
  • Prior experience in a DoD or federal government contracting environment, ideally on a DLA or similar enterprise telecom/collaboration contract
  • Experience submitting ECRs to a Configuration Control Board (CCB)
  • Familiarity with DISA STIGs and DoD IA security compliance requirements
