iP-Plus Consulting is seeking an experienced Program Manager to support a long term DoD cybersecurity and risk management contract for a major Combatant Command in the Belleville, IL area. This is a senior leadership position and a critical role on the contract. As the Program Manager you are the Government's primary point of contact, the face of the contractor team, and the person ultimately accountable for all contract deliverables, personnel performance, and mission execution. This role requires full time onsite presence and is not eligible for remote or hybrid work.

THIS POSITION IS ON-SITE IN BELLEVILLE, IL AREA


Key Responsibilities


  • Serve as the authorized point of contact with the Government Contracting Officer's Representative (COR) and interface directly with senior DoD officials on all contract matters
  • Provide technical and administrative supervision and guidance for all contractor personnel assigned to the contract
  • Staff all contract tasks with qualified personnel including recruitment, onboarding, performance evaluations, and personnel issue resolution
  • Formulate and enforce work standards, assign schedules, and review work discrepancies across the full contractor team
  • Maintain full accountability for cost, schedule, and technical performance across all contract task areas
  • Prepare and present financial burn down reports, Weekly Activity Reports, Monthly Status Reports, and quarterly In-Progress Reviews to Government leadership
  • Submit the Contract Management Plan within 15 business days of contract award and update annually at each option year exercise
  • Deliver a finalized Transition-In Plan within five business days of award and ensure seamless transfer of responsibilities from the incumbent contractor
  • Prepare and deliver briefings, point papers, and meeting minutes to senior DoD and non-DoD officials as required
  • Provide Subject Matter Expert support in response to Government taskers, Requests for Information, and other requests as directed
  • Notify the Contracting Officer of any Key Personnel changes within three business days
  • Ensure all deliverables meet professional standards and are submitted on time in accordance with the Deliverables Schedule


Required Qualifications


  • Active Project Management Professional (PMP) certification — required, no substitution
  • Minimum five or more years of experience managing federal IT contracts with demonstrated accountability for cost, schedule, and performance
  • Proven expertise managing complex information systems architectures involving multiple disparate database, network, and communications subsystems
  • Proven skills in manpower utilization, procurement, training, problem resolution, and employee relations
  • Demonstrated experience re-prioritizing tasks and resources to meet Government mission requirements under dynamic and fast-paced conditions
  • Experience preparing and delivering program status reports, financial burn down reports, and briefings to senior Government leadership
  • Must be willing and able to work full time onsite in the Belleville, IL area


Required Certifications


  • Project Management Professional (PMP) — Project Management Institute (PMI) — Active and current, no substitution accepted


Preferred Qualifications


  • C4 experience in a military headquarters or command center environment
  • Experience presenting material to senior DoD and non-DoD officials at the executive level
  • Experience providing technical innovations for a large-scale military or Government organization
  • Familiarity with cybersecurity and risk management concepts in a DoD environment
  • Experience with federal acquisition, contract administration, and Government reporting requirements
  • Knowledge of DoD RMF, NIST frameworks, and information assurance standards


Excellent written and verbal communication skills with experience in proposal development and oral presentations


Clearance Requirement


  • Active Secret clearance minimum: adjudicated by the Defense Counterintelligence and Security Agency (DCSA). All positions on this contract require either an interim Secret or a completed adjudication of Secret granted by DCSA Adjudication and Vetting Services.
  • TS/SCI preferred. Clearance sponsorship is not available. Candidates must hold an active clearance at time of proposal submission.
  • US Citizenship required


This position is contingent upon contract award. Employment is expected to begin upon successful award and funding of the program.
