The Consultant will work with the Child Support Program, Resource Management Process augmenting current program resources and providing technical assistance consultation services in support of the Child Support Florida PALM Project. This position will work and coordinate with agency executive and managing sponsors, technical and functional staff, contractors, Department of Financial Services Florida PALM Project partners, and vendors for the design and implementation of the Child Support Florida PALM Project and ensuring all required and appropriate project deliverables, reporting and communications are completed.

Description

Duties and Responsibilities


  • Follow established plans and processes, providing recommendations for updates as needed.
  • Maintain a thorough understanding of the values used in Florida PALM data.
  • Collaborate with FPA team members to design, develop, implement, and test reports and queries to support the Program's financial information needs.
  • Perform impact assessments for Department of Financial Services Florida PALM Project changes and provide analyses for reporting and financial management.
  • Attend and document project-related meetings, including scheduling, leading, and providing agendas, presentations, minutes, issue papers, and decision papers.
  • Prepare reports, opinions, or draft responses to support decision-making for Resource Management Process Managers, FPA team leads, or designees. Examples include responses to State and Federal agency inquiries, status reports, audit materials, and more.
  • Assist in requirements documentation and traceability for the Child Support Florida PALM Project and related financial reporting.
  • Develop and critically review workflows, forms, and design documents related to system functionality for the Child Support Florida PALM Project.
  • Create, modify, and maintain functional documentation and databases. Test system changes and collaborate with external partners to ensure accurate functionality.
  • Perform production analysis, resolve testing discrepancies, and document test results.
  • Research PeopleSoft documentation to identify fixes, new functionalities, and enhanced reporting capabilities.
  • Transfer project knowledge and skills to Department staff, external partners, contractors, and federal representatives, including training updates as necessary.

Required Experience


  • Minimum 3 years of experience.
  • Knowledge of Enterprise Resource Planning (ERP) applications or object-oriented analysis and design.
  • Proven experience in requirements development, system design, and testing.

Preferred Experience


  • Experience with PeopleSoft Data Warehouse.
  • Familiarity with all phases of the Software Development Life Cycle (SDLC), including analysis, design, resource planning, coding, testing, implementation, and maintenance.
  • Knowledge of Florida state government accounting and reporting processes.

Education Requirements


  • Bachelor’s degree in Computer Science, Information Systems, or a related field.
  • Equivalent work experience may be considered.

Additional Information

This position requires excellent analytical skills, attention to detail, and the ability to communicate effectively with internal and external stakeholders. Experience working in a collaborative team environment and knowledge of PeopleSoft systems are highly desirable.
