Position Overview

Our client is seeking experienced Business Process Consultant C professionals to support its Information Technology (IT) operations, business process improvement initiatives, application support, requirements analysis, testing, and enterprise-level projects.

The consultant will work closely with business stakeholders, technical teams, project managers, functional owners, and external partners to analyze business processes, define requirements, improve workflows, support application development, and lead testing activities.

Candidates with a financial systems background and experience with Florida Accounting Information Resource (FLAIR) and/or Florida Planning, Accounting, and Ledger Management (PALM) are highly preferred.

Candidates must be available to attend in-person project meetings in Tallahassee, FL. Preference will be given to candidates who are local to the Tallahassee area.


Key Responsibilities

  • Work under the direction of the Agency's designated Project Manager and participate in project activities as assigned.
  • Lead or participate in large, complex, enterprise-wide projects involving multiple business areas and/or state agencies.
  • Facilitate business process improvement initiatives across multiple business functions.
  • Elicit, analyze, document, and validate business processes and requirements.
  • Translate business requirements into user stories, functional requirements, workflows, and other project artifacts.
  • Document requirements and work items using Azure DevOps.
  • Design user interface screens and support functional design activities.
  • Analyze existing business processes and recommend opportunities for process optimization and improvement.
  • Serve as the primary liaison between business users, stakeholders, functional teams, and technical resources.
  • Translate business needs into clear and actionable technical requirements.
  • Develop meeting summaries, requirements documentation, screen designs, test documentation, and other project deliverables.
  • Develop and maintain test plans and test scripts.
  • Lead testing activities for application releases in development and beta environments.
  • Coordinate with functional owners and developers to investigate application anomalies, identify root causes, and drive issues through resolution.
  • Support and document User Acceptance Testing (UAT) activities and associated metrics.
  • Evaluate existing testing processes and recommend improvements, including test automation where practical.
  • Provide estimates for assigned tasks and project activities.
  • Develop and manage SQL queries to analyze data, troubleshoot issues, support testing, investigate anomalies, and respond to ad hoc requests.
  • Prepare status reports and escalate issues to appropriate management.
  • Adapt to changing priorities and customer support requirements.
  • Coach and mentor junior team members.
  • Ensure all deliverables comply with AHCA's Information Systems Development Methodology (ISDM) standards and formats.
  • Comply with applicable Florida project management oversight requirements.

Required Qualifications

  • Minimum 7 years of IT Business Analysis experience.
  • Minimum 4 years of Business Process Engineering experience.
  • Demonstrated experience leveraging IT solutions and business process improvements.
