Key Responsibilities:

  • Develop and maintain comprehensive End-of-Life (EOL) Transition Plans for legacy systems and temporary EHR solutions across the VA enterprise.
  • Coordinate with stakeholders across technical, clinical, security, and data governance teams to ensure smooth and compliant system decommissioning.
  • Analyze system dependencies and define retirement timelines in alignment with EHR deployment schedules and site readiness.
  • Ensure legacy system data is properly archived, migrated, or made accessible according to VA records retention policies and health information requirements. Identify and mitigate risks associated with system sunset, including data loss, service disruption, cybersecurity vulnerabilities, and user impacts.
  • Support configuration and change management activities to document all assets and update inventories throughout the decommissioning process.
  • Monitor and report progress against EOL milestones and readiness criteria, escalating issues to EHRM-IO leadership as needed.
  • Coordinate technical and operational planning with Oracle Health, VA OIT, and other contractors supporting legacy and transitional system environments.
  • Participate in development of SOPs, transition playbooks, and knowledge transfer materials to support long-term sustainment teams and federal oversight.  

Key Deliverables:

  • Site-Specific End-of-Life (EOL) Transition Plans will be developed to guide the systematic retirement of legacy systems at each location.
  • EOL Risk and Readiness Assessments will be conducted to evaluate potential challenges and ensure preparedness for system transition.
  • Legacy System Decommissioning Checklists will be created to support the safe and complete shutdown of outdated technologies.
  • Transition Playbooks and Standard Operating Procedures (SOPs) will be prepared to provide clear guidance throughout the EOL process.
  • EOL Milestone Tracking Reports and Lessons Learned will be compiled to monitor progress, document achievements, and inform future transitions.

 

Qualifications and Requirements:


  • Bachelor’s degree in Information Systems, Health Informatics, Project Management, or a related discipline.
  • Minimum of 6 years of experience in large-scale IT system transition, system retirement, or end-of-life planning, preferably in a federal or healthcare environment.
  • Deep understanding of system lifecycle management, data retention requirements, and decommissioning best practices.
  • Strong organizational and communication skills, with the ability to lead cross-functional planning and track multiple workstreams.
  • Familiarity with healthcare IT environments, legacy EHR systems (e.g., VistA), and VA modernization efforts.
  • Proficiency in tools such as Microsoft Project, Excel, SharePoint, and issue tracking systems.

Preferred Qualifications:

  • Experience working with Department of Veterans Affairs or Department of Defense health IT systems.
  • PMP, ITIL, or other industry-recognized certifications in project or service management.
  • Familiarity with records management, cybersecurity, and federal data governance policies.


Clearance Requirement:

Must be eligible to obtain and maintain Tier 2 Moderate Risk (MBI) clearance.

Salary

$143,000 - $194,000 per year
