The Project Manager – Implementation will support the Department of Veterans Affairs (VA) Electronic Health Record Modernization Integration Office (EHRM-IO) by leading and coordinating detailed planning efforts for the deployment of the Federal Electronic Health Record (EHR) across the VA enterprise. The planner will develop and maintain comprehensive implementation plans that integrate timelines, roles, dependencies, and deliverables aligned with strategic and technical objectives. This role ensures that non-Oracle implementation activities are documented, scheduled, and executed in harmony with overall deployment milestones and technical readiness. The planner will work collaboratively across technical, operational, and program management teams to ensure a smooth transition for each deployment wave.

Key Responsibilities:

Comprehensive Implementation Planning

  • Develop a master Implementation Plan integrating Oracle Health and non-Oracle deployment activities.
  • Maintain documentation of implementation tasks including hardware setup, software configuration, training, testing, data migration, and go-live activities.
  • Ensure synchronization between deployment and release management, training schedules, and site readiness.

Gap Analysis and Integration Support

  • Conduct detailed gap analyses to identify missing or unclear implementation activities related to non-Oracle responsibilities.
  • Integrate facility-specific activities into the enterprise-wide roadmap to ensure consistency and completeness.
  • Coordinate with VA and contractor teams to identify and fill critical planning gaps.

Site Readiness and Dependency Management

  • Coordinate with technical teams to confirm infrastructure, network capacity, and quality-of-service requirements.
  • Collaborate with site leadership, product managers, and operations teams to ensure site-specific tasks are incorporated into plans.
  • Track implementation readiness and manage pre-deployment Go/No-Go checklists.

Stakeholder Engagement and Coordination

  • Facilitate planning meetings with facility staff, deployment teams, and EHRM-IO leadership.
  • Ensure collaboration between Change Management, Training, Testing, and Product Development workstreams.
  • Provide timely updates and status reports to Government leadership and stakeholders.

Documentation and Reporting

  • Maintain and update the Implementation Plan throughout the program lifecycle.
  • Prepare briefing materials and participate in readiness reviews and planning sessions.
  • Document implementation metrics, lessons learned, and best practices for reuse in future deployments.

Key Deliverables:

  • A comprehensive Implementation Plan, including both initial and updated versions, outlining the strategy and timeline for deployment.
  • A Gap Analysis Report identifying non-Oracle implementation activities and areas requiring attention.
  • Site-specific readiness assessments and tracking tools to monitor preparedness across locations.
  • Go/No-Go readiness checklists to support decision-making at key implementation milestones.
  • Documentation of implementation metrics and lessons learned to inform continuous improvement and future deployments.


Qualifications and Requirements:

  • Bachelor’s degree in Health IT, Project Management, Business Administration, or a related field; PMP or equivalent certification preferred.
  • 5+ years of experience in implementation planning for large-scale IT or health information systems, preferably in federal or clinical environments.
  • Familiarity with Electronic Health Record (EHR) deployment planning, preferably Cerner/Oracle Health platforms.
  • Strong understanding of implementation lifecycle elements such as infrastructure, data migration, training, and testing.
  • Excellent organizational, collaboration, and communication skills.
  • Proficiency in Microsoft Project, Excel, and other planning/tracking tools.


Clearance Requirement:

Must be eligible to obtain and maintain Tier 2 Moderate Risk (MBI) clearance.

$106,000 - $143,000 per year
