Location Flexibility: Candidates may work onsite in Washington, DC Metro or Kansas City, MO, or may be approved for remote work.

The Program Analyst will support the Department of Veterans Affairs' (VA) Electronic Health Record Modernization Integration Office (EHRM-IO) by providing enterprise-level program performance analysis and reporting. This role focuses on managing performance baselines, tracking progress, evaluating program outcomes, and recommending actionable improvements to optimize effectiveness and ensure mission alignment.

The position also supports organizational change by collaborating across the VA change network to maintain continuity while driving continuous service and program performance improvements.

Key Responsibilities:

Performance Baseline Management

  • Assess and recommend enhancements to the existing performance baseline methodology.
  • Conduct monthly assessments to measure progress against baselines and provide recommendations for corrective action.
  • Identify key success factors and develop measurement methods to evaluate impact.
  • Establish indicators of value such as user satisfaction, operational efficiency, and clinical outcomes.

Continuous Improvement & Data Analytics

  • Design and implement a continuous improvement process to identify performance gaps and drive improvement.
  • Conduct benchmarking and apply industry best practices.
  • Utilize predictive analytics and visualization tools (dashboards, reports, heat maps) to support strategic decisions.
  • Ensure data integrity and security in all analytics and reporting tools.

Change Network Collaboration

  • Work closely with the Change Network and Change Leadership Team (CLT) to sustain program focus and manage transitions through continuity.
  • Support communication flow by cascading CLT-provided information to service supervisors and receiving feedback.
  • Collaborate with service chiefs and the CLT to ensure questions and concerns from the field are addressed accurately and in a timely manner.
  • Align performance assessment with change readiness and stakeholder engagement efforts to ensure an integrated approach to modernization.

Reporting & Visualization

  • Support existing performance dashboards and develop new tools as needed.
  • Deliver ad hoc and periodic performance reports highlighting successes, gaps, and improvement recommendations.
  • Ensure effective communication of performance insights to executives and stakeholders.

Annual Enterprise Performance Review

  • Conduct a comprehensive annual review of program efforts including roadmaps and planning artifacts.
  • Prepare and present the Annual Performance Baseline Report (PBR) detailing time-phased budgets, progress, and contributions.
  • Identify and recommend process improvements based on the annual review.

Stakeholder Engagement

  • Coordinate with clinical, technical, and executive stakeholders to incorporate inputs into performance planning and analysis.
  • Align performance tracking with enterprise objectives and deployment strategies.


Key Deliverables:

  • A comprehensive Performance Baseline Management Plan that outlines the approach for tracking and maintaining performance benchmarks.
  • Periodic and ad hoc performance reports that will provide insights into key metrics and trends.
  • An Annual Performance Baseline Report (PBR) that summarizes performance against established baselines over the fiscal year.
  • Enhancements to performance dashboards and the development of data visualization tools to improve decision-making and transparency.

 

Qualifications:

  • Bachelor’s Degree in Business Administration, Public Health, Health IT, Data Science, or a related field
  • 5+ years of experience in program performance management, strategic planning, or data analytics in large federal, healthcare, or IT environments.
  • Proven expertise in managing and improving performance baselines and KPIs.
  • Experience with data visualization and business intelligence tools (e.g., Power BI, Tableau).
  • Familiarity with VA Oracle Cerner EHR system or other federal health systems is strongly preferred.
  • Strong analytical, communication, and report writing skills.


Security Clearance:

Ability to obtain and maintain a Tier 2 Moderate Risk (MBI) background investigation.

Salary

$93,500 - $126,500 per year
