The IT Project Manager – Cutover will play a critical role in the successful deployment of the VA’s Electronic Health Record Modernization (EHRM) initiative by leading and supporting cutover activities for the transition from legacy systems to the new Federal Electronic Health Record (EHR) platform. This team will coordinate, monitor, and report on technical deployment milestones and ensure effective execution of all cutover processes at VA facilities nationwide.

Key Responsibilities:

Lead planning and execution of cutover activities for each deployment wave in coordination with product teams, project managers, and site stakeholders.

Develop, maintain, and execute Deployment Toolkits, including readiness checklists, Go/No-Go decision support documentation, and pre/post-deployment activities.

Track and report deployment status, site readiness, technical milestones, risks, and issues to EHRM-IO leadership and stakeholders.

Coordinate across VA, Oracle Health, and other partners to align software release schedules, configuration data migration, and system readiness with cutover planning.

Support End User Role Maintenance, including mapping of access permissions and security requirements for deployed modules.

Partner with the Training Lead to ensure alignment of training activities with cutover timelines.

Provide on-site and/or remote support for cutover events, ensuring real-time coordination of deployment execution and issue resolution.

Collaborate with organizational change management and communications teams to support field engagement prior to and during cutover.

Document lessons learned and contribute to continuous improvement of cutover and deployment processes.

Qualifications and Requirements:


  • Bachelor’s degree in Information Technology, Health Informatics, or a related field.
  • 6+ years of experience leading or supporting large-scale IT system deployments, preferably in healthcare or federal environments.
  • Experience coordinating enterprise software cutovers, including stakeholder alignment, checklists, validation, and risk management.
  • Familiarity with EHR systems, deployment methodologies, and clinical/technical stakeholder coordination.
  • Excellent communication, coordination, and documentation skills with the ability to brief senior leadership.
  • Proficiency with project tracking tools, such as MS Project, SharePoint, and Excel.


Preferred Qualifications:

  • Previous experience with VA or DoD health IT deployments.
  • Knowledge of Oracle Health (Cerner) EHR systems.
  • ITIL, PMP, or Agile certification a plus.


Key Deliverables:

  • Go/No-Go Readiness Checklists will be developed to support informed decision-making prior to deployment.
  • Deployment and Cutover Plans will outline the detailed steps, roles, and timelines required for a successful system rollout.
  • Weekly Deployment Status Updates will be provided to track progress, highlight accomplishments, and identify any risks or issues.
  • Post-Go-Live Support Documentation will be created to guide stabilization efforts and ensure continued operational support.
  • Lessons Learned Reports will capture key insights, challenges, and recommendations to inform and improve future deployment activities.

 

Clearance Requirement:

Must be eligible to obtain and maintain Tier 2 Moderate Risk (MBI) clearance.

Salary

$114,000 - $155,000 per year
