The Engagement and Communications Lead will provide strategic communication leadership to support the successful implementation of the Department of Veterans Affairs (VA) Electronic Health Record Modernization (EHRM) initiative. This position will lead communication and engagement strategies that inform, educate, and connect internal and external stakeholders—including clinical staff, Veterans, Congress, and leadership—throughout all phases of the program lifecycle. This individual will partner with the EHRM Integration Office (EHRM-IO), the Change Leadership Team (CLT), and product and deployment teams to develop cohesive, timely, and mission-aligned messaging that supports change readiness, end-user adoption, and overall transparency.

Key Responsibilities:

Strategic Communication Planning

  • Develop, implement, and maintain comprehensive stakeholder communication strategies across EHRM workstreams.
  • Align messaging with program milestones, stakeholder feedback, and performance metrics.
  • Integrate communications across various platforms and audiences to ensure a unified narrative.

Executive Support

  • Draft and support high-level communications for VA leadership, including speeches, talking points, presentation decks, virtual engagement content, and legislative correspondence.
  • Provide executive-level briefing materials for engagements with Congress, OMB, GAO, and external partners.

Stakeholder Engagement

  • Coordinate forums, workshops, and feedback sessions with key internal and external stakeholders.
  • Ensure consistent two-way communication to maintain alignment, address concerns, and drive adoption.
  • Promote stakeholder trust and collaboration through regular updates, transparency, and responsiveness.

Communication Toolkits and Materials

  • Create deployment and program toolkits (e.g., FAQs, announcements, checklists) tailored to various user groups including clinicians, facility leaders, and technical staff.
  • Support the EHRM intranet and external websites, ensuring timely, accurate, and accessible content updates.

 Collaboration and Governance

  • Work closely with VA communications teams, product leads, training staff, and the CLT to synchronize messaging.
  • Maintain an online repository for field communications and implementation support resources.
  • Monitor feedback mechanisms and incorporate user insights into continuous communication improvements.

 Metrics and Reporting

  • Track communication effectiveness through feedback, analytics, and stakeholder engagement indicators.
  • Provide regular status reports, including successes, gaps, and recommendations for refinement.

Key Deliverables:

  • Strategic communication plans that outline key messaging, target audiences, and delivery methods.
  • Executive briefings, talking points, and speeches tailored to support leadership communications.
  • Stakeholder toolkits and engagement materials designed to inform and involve key audiences.
  • Communication dashboards and performance reports that track outreach effectiveness and impact.
  • Developed content for the EHRM intranet and external websites to support transparency and information sharing.


Qualifications and Requirements:

  • Bachelor’s degree in Communications, Public Relations, Journalism, or a related field
  • 7+ years of professional experience in strategic communications, preferably in a large-scale government or healthcare IT environment.
  • Demonstrated ability to communicate complex technical and operational information to diverse stakeholder audiences.
  • Experience writing for executive and legislative audiences.
  • Proficiency in content development tools (e.g., Microsoft Office Suite, SharePoint, Adobe) and digital collaboration platforms.
  • Familiarity with change management and federal agency operations is highly desirable.


Clearance Requirement:

Must be eligible to obtain and maintain a Tier 2 MBI clearance.

Salary

$110,000 - $149,000 per year
