Key Responsibilities:

• Lead a team of programmers in developing and maintaining applications within the EHRM program.
• Establish coding standards, enforce secure coding practices, and review technical deliverables.
• Oversee integration, testing, and deployment of custom code, ensuring compliance with VA enterprise architecture standards.
• Coordinate with system architects, engineers, and program managers to align development with enterprise goals.
• Manage defect resolution, oversee testing/validation, and ensure readiness for deployment.
• Support documentation, knowledge transfer, and mentoring of junior programmers.

Qualifications and Requirements:

• Bachelor’s degree in Computer Science, Engineering, or equivalent experience.
• 8+ years of programming experience, with at least 3 years in a leadership role.
• Strong knowledge of software development lifecycle (SDLC), agile methods, and configuration management.
• Experience with healthcare IT, system integration, and federal security compliance strongly preferred.
• Experience working with Cerner (Oracle Health) electronic health record solutions and prior involvement with the VA Electronic Health Record Modernization (EHRM) program is strongly preferred.

Deliverables:

• The Programmer Lead shall deliver team-wide software development standards and secure coding guidelines.
• The Programmer Lead shall deliver Integrated Master Schedule updates for programming deliverables.
• The Programmer Lead shall deliver defect tracking and resolution reports at the team level.
• The Programmer Lead shall deliver Deployment Readiness Reports certifying code acceptance for cutover and deployment.
• The Programmer Lead shall deliver team knowledge transfer plans and mentoring documentation for junior programmers.
• The Programmer Lead shall deliver weekly status report summarizing programming team progress and risks.

Clearance Requirement:

Must be able to obtain and maintain a Public Trust / Moderate Risk clearance.
