Hello Neighbor is seeking a Supervisor of Immigration Legal Services to manage a program providing accessible, high-quality legal services to our refugee and immigrant community. The supervisor will provide strategic and operational leadership to a small legal team, in addition to managing a small roster of client cases, and enable Hello Neighbor to offer more services, while implementing its sliding fee-for-service model. This role is ideal for a goal- oriented leader who wants to contribute in a meaningful way in building the capacity of non-profits in the region to help immigrants and refugees address their legal needs.

Founded in 2017, Hello Neighbor works to improve the lives of recently resettled refugee families by matching them with dedicated neighbors to guide and support them in their new home. We’ve expanded from our mentorship program to now include refugee resettlement services, family service programs, a national program supporting other refugee and immigrant nonprofits around the country.

Description

Founded in 2017, Hello Neighbor is a nationally recognized nonprofit organization dedicated to empowering recently resettled refugees and immigrants through mentorship, legal services, workforce development, health and family stabilization, and community partnerships. We serve hundreds of families each month across Southwestern Pennsylvania and lead a growing national network of grassroots organizations in 36 states. 


This is a full-time, exempt position based at our Pittsburgh, PA office in the Larimer neighborhood with a hybrid work schedule of 9am–5pm Monday through Friday; in-office on Tuesdays, Wednesdays, and Thursdays. The successful candidate must be currently authorized to work in the United States. Position contingent on continued funding. 


Reports To: Director of Family Health Services

Direct Reports:  Supervising Attorney, Legal Coordinator, accredited representative


Key Responsibilities:


Department Leadership & Strategy (40% at first, then 30%)

  • Develop program goals, outcomes, and evaluation metrics. Ensure execution and follow-through on critical projects. 
  • Lead team to reach financial goal of 30% of program cost funded through sliding scale fees 
  •  Guide the development and growth of immigration legal services aligned with Hello Neighbor’s mission and KPIs 
  • Identify opportunities to expand access to services while maintaining quality and equity
  • Supervise and support legal and program staff 
  • Foster a collaborative, inclusive team culture 
  •  Support staff development and wellbeing and appropriate training and accreditation


Operations & Systems (10%)

  • Maintain workflows that support efficient and client-centered service delivery
  • Collaborate with Finance work within department budget 
  • Support cross-team coordination between legal services and other Hello Neighbor programs 
  • Comply with legal, ethical, and organizational standards 
  •  Sets up processes for evaluation and outcome reporting 


Immigration Legal Assistance (30% at first, then 50%)

  • Oversee client consultations to determine if clients are eligible for federal immigration benefits.
  • Represent clients before the Department of Homeland Security and Executive Office for Immigration Review and Immigration Court.
  • Stay up to date with changes in immigration law and other immigration related developments to ensure staff members understand these changes.
  • Handle complex cases involving issues such as immigration law violations, removal proceedings, appeals, etc.
  • Research and analyze complex legal matters pertaining to own case load and that of staff under position’s supervision, assuming responsibility and risk for outcomes of program’s client cases.
  • Maintain all case records and documentation mandated by Hello Neighbor and USCRI policies and procedures.


Partnership & Community Engagement (20% at first, then 10%)

  • Build relationships with community partners and stakeholders 
  • Represent Hello Neighbor in relevant external collaborations 


Qualifications 

  • Law degree and active license to practice law required
  • A minimum of three years’ experience (including law school clinical experience) with immigration law and procedures
  • Excellent legal skills and understanding of movement lawyering principles.
  • Experience leading programs within nonprofit, legal services, or immigration-focused environments 
  • Strong operational and organizational leadership skills 
  • Commitment to immigrant and refugee communities 
  • Ability to balance strategic thinking with hands-on collaboration

Salary Range: $65,000-$75,000
