Founded in 2017, Hello Neighbor works to improve the lives of recently resettled refugee families by matching them with dedicated neighbors to guide and support them in their new home. We’ve expanded from our mentorship program to now include refugee resettlement services, family service programs, a national program supporting other refugee and immigrant nonprofits around the country.

Hello Neighbor is a nationally recognized nonprofit organization dedicated to empowering recently resettled refugees and immigrants through mentorship, legal services, workforce development, health and family stabilization, and community partnerships. We serve hundreds of families each month across Southwestern Pennsylvania and lead a growing national network of grassroots organizations in 36 states.

Project Goals

This contractor is responsible for developing and executing a strategy to increase enrollment of fee-paying clients in our sliding-scale Immigration Legal Services. 

• Create tailored development plan to promote Immigration Legal Services, reaching goal of 30% of program cost funded though sliding scale fees
• Coordinate with key stakeholders to deeply understand program services, target population, and needs. 
• Ensure promotional strategy is aligned with Hello Neighbor’s mission, vision, and values, particularly refugee-first mindset and dignified storytelling.
• Position Hello Neighbor as a known provider of quality and caring Immigration Law services 
• Identify business development opportunities and lead external promotion of Legal Services

Target Audiences

• Potential Clients: Pittsburgh-area immigrants and refugees seeking adjustment of status (Green Cards), Marriage-based immigrant visa petitions, family reunification, Citizenship Applications, UHP Parole Renewal, and more. Under our sliding scale model, we aim to increase enrollment of middle and higher-income clients in order to subsidize program costs for low income families. 
• Institutions: Educational institutions and workplaces who employ, teach, or serve high populations of potential clients. 

Project Deliverables and Specifications

KPI’s

• Reach goal of 30% of program costs funded through fee collection 
• Coordinate with Hello Neighbor including including weekly check-in meetings and regular status updates
• Consult with client by phone and email with 1-3 business days of messages
• Schedule final meeting with client at close of project

Creation of Strategic Development Plan

• Consult with Hello Neighbor and key stakeholders to understand client base and program offerings
• Ensure strategy aligns with organization mission, vision, and values

Create deliverables and execute strategy

• Design marketing materials, including social media posts, advertisements, and others as defined in plan
• Execute strategy to increase referrals of fee-paying clients
• Measure and track engagement outcomes
• Realign strategy as appropriate, in coordination with Hello Neighbor

Partnership & Community Engagement

• Identify opportunities and lead external promotion of Legal Services
• Meet and build relationships with key external partners to increase reach 
• Engage with potential clients when appropriate

Project Timeline

• Project concludes September 30, 2026

• A creative thinker with proven success in nonprofit business development
• Strong communicator and relationship builder
• Ability to balance strategic thinking with hands-on collaboration
• Curiosity, flexibility, and attention to detail

Proposal Format

• An overview of your proposed approach to the project and project communication.
• Short biographies of any staff who would work on this project.  
• At least two previous project examples with contact information for those clients
• A detailed, itemized budget proposal (our range is between $15,000-$25,000)
