As a Portfolio Manager, you will own the operational and financial health of a portfolio of EngineeRD's client engagements and government contracts. You will work closely with project leads, Finance & Accounting, Human Capital Management, and executive leadership to track budgets, coordinate staffing, monitor contract compliance, and provide the reporting needed to make informed portfolio-level decisions. This role functions as the business management counterpart to delivery teams, similar in scope to a Business Manager Associate role at a professional services or consulting firm but applied across EngineeRD's full portfolio of engagements rather than a single account.

ESSENTIAL DUTIES AND RESPONSIBILITIES 

The essential functions include, but are not limited to the following: 

  • Managing Portfolio Financials: Track budget vs. actuals, burn rate, and margin across all active contracts and engagements in the portfolio; identify and escalate variances to leadership before they become issues. 
  • Coordinating Staffing and Resources: Partner with project and delivery leads and Human Capital Management (Gusto) to allocate staff across engagements, forecast upcoming staffing needs, and resolve resourcing conflicts. 
  • Monitoring Contract Compliance: Track deliverable schedules, CDRLs, invoicing cycles, and applicable FAR/DFARS clauses across government and commercial contracts; escalate compliance risks to the appropriate domain owner. 
  • Supporting Invoicing and Billing: Coordinate with Finance & Accounting to ensure timely, accurate client invoicing across the portfolio and help resolve billing discrepancies. 
  • Reporting to Leadership: Build and maintain portfolio-level dashboards and reports: utilization, revenue, margin, and risk register, for executive review. 
  • Supporting Business Development: Provide staffing plans, cost estimates, and past-performance data to Business Development and proposal teams for new opportunities within the portfolio. 
  • Managing Risk and Issues: Maintain a portfolio-level risk register; identify, track, and drive resolution of issues that span multiple engagements. 
  • Standardizing Process: Develop and maintain PMO templates, SOPs, and tools (e.g., Jira, SharePoint) to standardize project management practices across the portfolio. 
  • Serving as an Escalation Point: Act as the primary liaison between engagement/project managers and executive leadership on day-to-day operational matters. 
  • Coordinating Subcontractors and Vendors: Partner with Procurement on subcontractor performance tracking and vendor coordination within the portfolio. 


MINIMUM QUALIFICATIONS (KNOWLEDGE, SKILLS, AND ABILITIES) 

  • Bachelor's degree in Business Administration, Management, Finance, or a related field, or equivalent experience. 
  • 3+ years of experience in program or project business operations, financial management, or management consulting (e.g., as a Business Manager Associate or similar role). 
  • Strong financial acumen, including experience tracking budgets, forecasts, and actuals across multiple projects or accounts. 
  • Familiarity with government contracting requirements (FAR/DFARS, CDRLs, task order management) preferred, given EngineeRD's government client base. 
  • Proficiency with Microsoft Power Platform, SharePoint, Excel, and project management tools such as Jira. 
  • Strong written and verbal communication skills, with the ability to translate portfolio data into clear recommendations for executive leadership. 
  • PMP, CAPM, or similar project/program management certification preferred. 
  • Ability to obtain and maintain a favorable U.S. Department of War (DoW) Secret security clearance, as the portfolio may include classified and CUI-designated work.

  • Occasional travel to EngineeRD HQ (Fairfax, VA) or client sites for portfolio reviews, staffing meetings, or client engagement support. 
  • Extended periods of computer use, video conferencing, and telephone communication to coordinate across a distributed portfolio team.
