The Construction Bid & Proposal Manager is responsible for managing all bid opportunities, solicitations, proposals, and preconstruction coordination. This role ensures that no opportunity falls through the cracks and that every bid is organized, competitive, and followed up on.
Key Responsibilities
Bid & Opportunity Management
- Track and manage all bid opportunities (GC, subcontractor, and professional services)
- Monitor and manage leads and solicitations (Dodge, Building Connected, agency portals, direct invites)
- Develop and keep relationships with clients and estimators
- Maintain a master bid calendar with deadlines and requirements
- Evaluate bid documents and determine go/no-go recommendations
Proposal Development
- Lead preparation of proposals, RFQs, and RFP responses
- Assemble technical proposals, resumes, project sheets, and required forms
- Coordinate with internal team members for scope, staffing, and pricing inputs
- Ensure proposals are compliant, complete, and submitted on time
Preconstruction Coordination
- Distribute drawings and bid documents to estimators and subcontractors
- Coordinate pricing requests and track subcontractor coverage
- Compile pricing inputs and support estimate reviews
- Assist with value engineering ideas and bid strategy discussions
Follow-Up & Pipeline Management
- Track all submitted bids and proposals through award
- Lead structured follow-ups with clients, agencies, and primes
- Maintain CRM or tracking logs of outreach, bids, and outcomes
- Prepare weekly pipeline and bid status reports for leadership
Resume & Marketing Support
- Coordinate monthly resume outreach to GCs, agencies, and consultants
- Support staff augmentation and redeployment efforts
- Maintain updated resumes and project experience narratives
Process Improvement
- Create and maintain SOPs for bids and proposals
- Improve proposal templates and efficiency over time
- Identify bottlenecks and recommend process improvements
- Use CRMs for tracking
Required Qualifications
- 10+ years of experience in proposals, preconstruction, or project coordination within the NYC construction industry
- Direct experience with Private & public-sector RFPs/RFQs and agency submissions
- Strong understanding of GC, subcontractor, and consultant workflows
- Experience coordinating estimates and subcontractor pricing
- Highly organized with strong attention to detail
- Strong written and verbal communication skills
- Proficiency in Microsoft Office (Word, Excel, Outlook); familiarity with CRMs, Procore, Bluebeam, or similar tools a plus
Preferred Qualifications
- Experience working with MWBE/DBE firms
- Familiarity with NYC agencies (DDC, DASNY, SCA, EDC, PANYNJ, etc.)
- Experience managing Dodge or similar lead platforms
- Prior experience supporting both construction and professional services proposals
