Facilitators are independent contractors (1099), engaged as client needs arise. You will design, tailor, and deliver in-person and virtual programs for DoD, federal civilian, and commercial clients. Topics include leadership, communication, team building, change management, and emotional intelligence. You will also debrief assessments such as DiSC and MBTI, coach participants, and measure program impact. Candidates need a bachelor's degree or equivalent military experience and at least 5 years of experience facilitating leadership or workforce development for adult learners. Experience with federal or military audiences is required. A master's degree, ATD/CPTD, assessment certifications, and ICF coaching credentials are preferred. The Workforce Development Facilitator designs, customizes, and delivers engaging leadership and professional development programs for CLA's federal, military, and commercial clients. You will facilitate in-person and virtual workshops, cohort programs, and retreats for participants from frontline employees to senior executives. You will also administer and debrief assessments, coach participants, and measure program impact. This role is ideal for an experienced facilitator who can read the room, adapt in the moment, and connect learning to real mission outcomes.
• Facilitate interactive in-person and virtual (Microsoft Teams, Zoom, Webex) sessions on leadership, supervisory skills, communication, team building, conflict management, emotional intelligence, change management, and professional skills
• Partner with client stakeholders to assess needs and tailor curriculum, case studies, and exercises to the organization's mission and culture
• Develop and update facilitator guides, participant materials, job aids, and handouts using adult learning principles and the ADDIE model
• Administer and debrief assessments such as DiSC, MBTI, EQ-i 2.0, CliftonStrengths, and 360-degree feedback
• Provide individual and small-group coaching to reinforce learning and support action planning
• Evaluate program effectiveness using the Kirkpatrick model (Levels 1–3) and prepare after-action reports and recommendations for clients
• Support proposal and capture efforts by contributing facilitator qualifications, sample materials, and program designs
• Maintain professional standards, track attendance and deliverables, and represent CLA with professionalism at client sites
• Bachelor's degree in organizational development, human resources, education, psychology, leadership, public administration, or a related field; equivalent military training and experience may be considered
• At least five (5) years of experience facilitating leadership or workforce development programs for adult learners
• Demonstrated skill delivering both in-person and virtual instructor-led training
• Working knowledge of adult learning theory and instructional design (ADDIE)
• Excellent presentation, listening, and written communication skills, with the ability to engage audiences from entry level to senior executives
• Proficiency in Microsoft Office (PowerPoint, Word, Excel, Outlook) and virtual collaboration tools
• Ability to travel to client sites as required
• Master's degree in organizational development, industrial-organizational psychology, adult education, leadership, or public administration
• Talent development credentials such as ATD's CPTD or APTD, or ATD's Training and Facilitation Certificate
• Certification in one or more assessments: DiSC, MBTI, EQ-i 2.0/EQ 360, TKI, or CliftonStrengths
• Coaching credential from the International Coaching Federation (ACC, PCC, or MCC)
• Change management certification (e.g., Prosci)
• Familiarity with OPM leadership competencies and Executive Core Qualifications (ECQs)
• Experience facilitating for senior leaders and executives
Work environment: REMOTE with facilitation delivered at client sites and virtually. The role routinely uses standard office equipment such as computers, phones, and presentation technology.
Engagement: Facilitators are contracted per engagement as client needs arise. Assignments vary in length and frequency, and there is no guaranteed number of hours.
Compensation: Competitive rate paid per engagement, commensurate with experience. As independent contractors, facilitators are not eligible for employee benefits.
