Part-Time Federal Financial Management Instructor

Part-Time / Contract | Hybrid: Remote & Washington, DC Metro Area

About Us

Courageous Leadership Alliance, Inc. is a Service-Disabled Veteran-Owned Small Business (SDVOSB) that delivers leadership, professional development and technical training to federal agencies. We're looking for an experienced federal financial management professional who loves to teach and wants to help the next generation of federal financial staff do their jobs with confidence.

The Role

You'll facilitate a 5-day, 40-hour core course in federal financial management for groups of up to 42 federal financial staff. Classes run about once a month, mostly virtual, with some in-person sessions in the Washington, DC area. You'll serve as the technical subject matter expert: reviewing course content for accuracy, working with our instructional design team during course development, and answering participants' real-world questions.

This position depends on contract award.

What You'll Teach

•   Budget formulation and the federal budget process: budget authority vs. outlays, types of appropriations, and the role of Congress

•   Budget execution: apportionment, allotments, funds control and Anti-Deficiency Act risk

•   Acquisition and contracting: law of agency, acquisition roles and the acquisition lifecycle from planning through administration

•   Financial operations: end-to-end invoice payment, Prompt Payment Act, and certifying and disbursing duties

•   Federal accounting: budgetary vs. proprietary accounting, funds lifecycle, USSGL postings, trial balances and financial statements

•   Internal control, ethics and audit: GAO Green Book, OMB A-123, ethics laws, audit types and the financial statement audit process

Required Qualifications

•   Hands-on federal financial management experience across budget, accounting, auditing and financial operations

•   Practical experience with Department of Justice (DOJ) financial management processes and requirements, preferably within a DOJ component

•   Direct, hands-on use of DOJ's Unified Financial Management System (UFMS): obligations, payments, collections, approvals, reporting and controls

•   Proven ability to deliver instructor-led training both in person and virtually (MS Teams, Zoom, Adobe Connect) and keep adult learners engaged over a multi-day course

•   U.S. citizenship and eligibility for a Tier 2 Moderate Risk Public Trust background investigation (MBI)

Preferred Qualifications

•   10+ years of federal financial management experience, including supervisory or lead roles in budget execution, funds certification, disbursing or collections

•   Experience training or leading certifying and approving officials

•   CGFM (preferred), CPA or CDFM certification

•   Bachelor's degree in accounting, finance or business; master's degree preferred

•   Experience supporting financial statement audits, OIG reviews or OMB A-123 internal control assessments

•   3+ years teaching adults, with a track record of scenario-based exercises and strong course evaluations

•   Instructor or Instructional Systems Design (ISD) certification

•   Based in the Washington, DC metro area

Time Commitment

•   One 5-day class per month, plus preparation time

•   About 280 hours of subject matter review during an initial 60-day course development period

Selection Process

Finalists will deliver a 15-minute teach-back on a real-world scenario (for example, reviewing a payment package) and provide two professional references who can speak to their federal financial management and UFMS experience.
