CIL is looking for an individual to facilitate an organizational, member and community-wide process to develop a disaster preparedness strategic plan for people with disabilities across North Alameda County.


Position Summary: The Center for Independent Living is looking for an individual to facilitate an organizational, member and community-wide process to develop a disaster preparedness strategic plan for people with disabilities across North Alameda County. This includes partnering with City, County and community-based agencies and working collaboratively with an Emergency Preparedness Training and Outreach Coordinator to design and implement community and member outreach, peer-based education, volunteer recruitment and training, and disaster readiness and response protocol, policies, programs, materials and infrastructure.


  • Oversee development, documentation and distribution of Disaster Preparedness and Response Strategic Plan with members and staff, public and CBO partners, broader community, including designing and co-facilitation of listening sessions;
  • Support TheCIL Advocacy, Program and Organizational Managers in integrating Emergency Preparedness and Response across programming;
  • Lead collaboration, coordination and advocacy with public systems partners and key CBO partners;
  • Develop internal and external referral, deployment and coordination systems;
  • Develop a peer-education program and emergency preparedness curriculum and teaching material in coordination with Emergency Preparedness Outreach & Training Coordinator;
  • Develop and manage a disaster and emergency support volunteer recruitment and training program;
  • Partner with the Advocacy Team to advocate for the needs of people with disabilities and older adults in State and National emergency preparedness policy and emergency communication systems;
  • Represent TheCIL and attend meetings related to emergency services and disaster preparedness for people with disabilities;
  • Manage government contracts and MOUs with CBO partners;
  • Supervise Emergency Preparedness and Response team for overall coordination of internal and external programming; and,
  • Work collaboratively with Outreach and Education Coordinator on onboarding Disaster Disability Access and Resources (DDAR) participants and coordinating portable batteries ordering and delivery.

Preferred Qualifications

  • Bilingual/Bicultural (Spanish, Mandarin, Tagalog, Vietnamese, Laotian, Hmong, Farsi, Arabic, American Sign Language)
  • Personal experience with disability
  • Professional or volunteer experience with Emergency/Disaster Preparedness
