Description:

Successful candidates will lead activities in analysis of current and future policies related to defense resilience to generate recommendations to address issues and shortfalls, analysis of authorities and generate recommendations to support resilience activities, and advise on other matters related to policy, doctrine, US law, and international law. The candidate will also be responsible for coordinating meetings with internal and external organizations to gather requisite information and generating documentation of recommended solutions, along with documenting historical context to both support arguments and to memorialize historical timelines. 

The ideal candidate should possess policy research and experience within the Department of Defense, Intelligence Community, and/or US Government. Experience generating clearly communicated and well supported point papers and supporting slide shows. Exemplary candidates will also have demonstrated an ability to establish coalitions or working groups to develop cross-organizational products to advise on change from broad perspectives. 

Requirements:

• Background in policy and/or law of DOD, IC, and/or USG
• Experience formally documenting requirements and supporting evidence
• Ph. D or Master’s Degree with at least 5-8 years of experience
• Ability to work with little oversight to take abstract policy problems, provide detailed analysis, and generate recommendations, both individually and as part of a team

Desired Capabilities and Characteristics:

• Excellent technical writing skills, including the ability to perform proof reading and quality control on technical documents and slides
• Excellent communication skills - both written (to include PowerPoint) and oral; must be able to concisely summarize and efficiently communicate the essential elements of a concept quantitatively and comprehensively
• Proficient in Microsoft Office Suite, including MS Project
• Experience with COMSEC devices and key management, classified network accreditation, DOD cyber security activities

Clearance: Minimum Required; DoD Top Secret Clearance.
