Work Arrangement: Hybrid (2-3 days per week on-site in Baltimore, MD; remaining days remote). Travel to other Maryland offices may be required.

Contract: 12-month base period with two (2) one-year renewal options, exercisable at the discretion of the State.
About the Project
MHEC is leading two major modernization initiatives:
- Maryland Student Information System (MDSIS): A cloud-based replacement for the State's legacy financial aid system that supports approximately 250,000 student applications annually across 27 financial aid programs.
- Service Obligation Loan Repayment (SOLR): A modernization initiative to automate participant management, employer verification, service obligation tracking, billing, collections, reporting, and compliance.
These initiatives will improve operational efficiency, enhance constituent services, and modernize technology supporting Maryland students and workforce development.
Key Responsibilities
As the Senior Technical Product Manager, you will:
- Define and manage product vision, roadmap, backlog, priorities, and release planning.
- Lead cross-functional teams through Agile product delivery.
- Partner with business stakeholders to understand user needs and business objectives.
- Translate business, technical, and user requirements into user stories, acceptance criteria, and delivery plans.
- Manage product backlogs, sprint planning, backlog refinement, and release planning.
- Track scope, schedule, budget, risks, dependencies, and delivery progress.
- Coordinate internal teams, vendors, and executive stakeholders throughout the project lifecycle.
- Develop implementation strategies, rollout plans, and change management activities.
- Prepare executive briefings, project documentation, status reports, and product communications.
- Ensure compliance with applicable security, accessibility, governance, and technology standards.
Minimum Qualifications
Applicants must have:
- Bachelor's degree in Engineering, Computer Science, Information Systems, or a related discipline.
- Current Project Management Professional (PMPĀ®) certification, PMI-ACP, Certified ScrumMaster (CSM), or an equivalent project management certification.
- At least 12 years of project management experience.
- At least 8 years of experience in technical product management, product delivery, or technical project management.
- At least 8 years leading or overseeing complex IT programs or projects.
- At least 5 years managing enterprise IT projects from initiation through implementation.
- At least 5 years managing projects within a financial aid environment.
- Demonstrated experience delivering large-scale technology modernization initiatives.
- Experience managing Agile product backlogs, roadmaps, user stories, release planning, and product delivery.
- Experience with Jira or similar Agile project management tools.
- Strong experience managing scope, schedules, budgets, vendors, risks, issues, and executive stakeholder communications.
