Incident Response Exercise Manager

Remote | Full-Time | Incident Readiness

Aviation Safety Solutions is seeking an experienced and highly motivated Incident Response Exercise Manager to lead and oversee a comprehensive incident readiness exercise program supporting internal response teams, operational partners, and external stakeholders. This role is ideal for a strategic leader who thrives in a fast-paced operational environment and can balance exercise design, operational coordination, team leadership, and program execution while driving continuous improvement and organizational readiness.


The Incident Response Exercise Manager serves as the primary leader and owner of the exercise program within the Incident Readiness organization. This role is responsible for the strategic planning, coordination, and execution of a multi-audience exercise program designed to validate incident response readiness across internal teams, operational partners, and external agencies.

The position blends program leadership, people management, and advanced exercise design expertise, ensuring that exercises are aligned with organizational priorities, evolving operational risks, and expansion into new markets. The role also provides strategic oversight of the training function, supporting the development and delivery of scalable training programs.


The role requires full time employment, Monday – Friday 8 am – 5 pm PST remote work.

Periodic (possibly quarterly) travel for exercises and program planning sessions. This job is dedicated to our autonomous vehicle client.


Key Responsibilities

Exercise Program Ownership & Execution

  • Own and lead the end-to-end exercise program lifecycle, including planning, design, execution, and evaluation
  • Deliver exercises across three primary audiences:
  • Internal Incident Response / On-Call Teams
  • Operational Partners (domestic and international)
  • External stakeholders (e.g., local emergency management agencies)
  • Manage a mix of tabletop, functional, and full-scale exercises, both virtual and in-person
  • Ensure exercises align with current operational priorities, launch milestones, and risk areas
  • Apply HSEEP (Homeland Security Exercise and Evaluation Program) and other applicable methodologies and best practices in exercise design and evaluation

Program Management & Prioritization

  • Oversee multiple concurrent exercises across locations and timelines
  • Track exercise readiness, deliverables, and dependencies
  • Prioritize efforts based on:
  • Operational launches
  • Risk exposure
  • Organizational readiness needs
  • Manage rapidly changing priorities in a high-growth environment
  • Support transition from reactive execution to proactive, risk-based exercise planning

Leadership & Team Management

  • Lead and manage a growing team responsible for exercise development and execution
  • Provide day-to-day direction, coaching, and performance oversight
  • Reduce leadership burden by taking ownership of:
  • Daily coordination
  • Work product review
  • Execution tracking
  • Foster a scalable team structure as the program grows

Strategic Oversight of Training Program

  • Provide high-level oversight of the training function
  • Ensure:
  • Training objectives align with exercise outcomes
  • Resources and support are adequate
  • Program direction remains aligned with organizational goals
  • Conduct periodic quality checks and strategic alignment reviews

Program Development & Continuous Improvement

  • Mature and expand the exercise program framework and documentation
  • Contribute to development of:
  • Exercise program manuals
  • Standardized processes and templates
  • Evaluation and improvement tracking systems
  • Integrate AI tools (e.g., content generation, scenario development) into workflows

Required Qualifications

  • Bachelor’s degree in Emergency Management, Aviation Safety, Risk Management, Engineering, Public Safety, or a related field or equivalent experience
  • 7–12+ years of experience in incident management, safety programs, emergency response, or operational readiness
  • 5+ years of direct experience designing and leading exercises (tabletop, functional, and full-scale)
  • Experience working in high-reliability organizations (e.g., aviation, autonomous systems, public safety, defense, or technology operations)
