Position Summary

The Civic Engagement and Programs Manager leads the implementation of ABC's voter outreach, civic engagement, and advocacy programs. Reporting to the Director of Strategy and working closely with the Programs and Policy team, this role leads the planning, implementation, and evaluation of ABC's civic engagement and community programs, aligning community-based strategies with ABC's organizational priorities, legislative agenda, and long-term power-building goals.

 

Responsibilities

Voter Outreach Program 

  • Develop and lead ABC's annual civic engagement and voter outreach strategy, establishing measurable goals and ensuring grant compliance.
  • Recruit, train, and supervise field program team leads, canvassers, and volunteers across door-to-door canvassing and phone banking.
  • Manage voter targeting, universes, and field plans using PDI and other voter file platforms, and analyze data to adjust strategy.
  • Develop culturally and linguistically accessible canvassing and phone banking scripts and materials.
  • Ensure data integrity and timely reporting throughout the field program.
  • Report regularly to the Director of Strategy on program progress and improvement opportunities.

Programs

  • Oversee ABC's advocacy and civic engagement programs, including the Academia Comunitaria and Pláticas workshop series.
  • Build and continuously improve program curriculum based on research and best practices.
  • Supervise and support the growth of the Programs team.
  • Provide regular updates on program impact to staff and support Board updates preparation.

Advocacy

  • Represent ABC in coalitions and build relationships with elected officials and community stakeholders to advance core issue areas.
  • Prepare and mobilize community leaders for public comment and advocacy days at LAUSD, local municipalities, LA County, and the State Legislature.
  • Identify and develop community leadership pipelines, including leadership development and coalition opportunities.
  • Translate complex policy issues into accessible language for community workshops, trainings, and civic education efforts.
  • Coordinate advocacy campaigns aligned with organizational legislative and budget priorities.
  • Collect community data and stories, and partner with the Communications team to promote an asset-based narrative of Latina/os in Los Angeles.

Qualifications

  • Commitment to the mission and goals of ABC and to the advancement of the Latino community, exemplifying ABC's values as presented here.
  • Education: Bachelor's degree in a programmatic or nonprofit management-related field; project management certification preferred.
  • Experience: 5–7 years of progressively responsible experience in civic engagement, community organizing, public policy, nonprofit program management, or electoral organizing, including multi-site field operations, voter file software (PDI, VAN, EveryAction, Civis, etc.), and grant-funded program and budget management.
  • Policy and Community Knowledge: Demonstrated knowledge of Los Angeles and California public policy, civic engagement, and advocacy strategies, with relationships and experience within the Latina/o community and the Los Angeles region.
  • Leadership and Management: Proven track record leading broad-based efforts with diverse stakeholders and supervising staff, consultants, or field teams, with strength in equity-centered management, data-driven decision making, and political judgment.
  • Collaboration and Communication: Excellent interpersonal, verbal, and written communication skills, with the ability to work independently and across teams. Bilingual (Spanish & English) strongly preferred.
  • Organizational Skills: Strong project management skills, including budget and timeline tracking, documentation, and the ability to prioritize effectively.

Workload and Physical Demands

This position requires evening and weekend work as well as travel, and regularly involves extended computer and phone/video use. Compensation 

Salary Range: $80,000-$95,000. ABC offers a competitive benefits package, including medical, dental, vision, acupuncture/chiropractic insurance, an 8% 403b employer match, 12 paid holidays, 80 hours sick and safe leave and 80 hours vacation in the first year of employment; as well as professional development opportunities.
