About the Role
Alliance Cyber is seeking an experienced Cyber/IT Security Program Manager (Senior) to lead the execution and oversight of IT and cybersecurity operations supporting enterprise-level systems. The Program Manager will serve as the senior technical and management authority for program delivery, ensuring projects are executed within scope, budget, and compliance requirements while maintaining full alignment with client mission objectives and security standards.
Key Responsibilities
o Lead program planning, execution, and reporting for all IT and cybersecurity service delivery activities.
o Serve as primary point of contact for project stakeholders, ensuring alignment with performance, schedule, and security objectives.
o Oversee personnel performance, task assignments, and deliverables across multiple technical domains.
o Ensure full program compliance with NIST SP 800-171, DFARS 252.204-7012, and related DoD cybersecurity frameworks.
o Manage and maintain documentation for RMF processes, SSPs, POA&Ms, and Continuous Monitoring activities.
o Coordinate and lead responses to audits, inspections, and compliance reviews.
o Direct day-to-day IT operations including system administration, network security, and incident response coordination.
o Establish performance metrics and lead configuration/change management processes for secure environments.
o Review system architecture designs, vulnerability mitigation strategies, and operational risk assessments.
o Develop and deliver progress reports, risk assessments, and executive briefings to leadership and stakeholders.
o Maintain strong communication channels with clients, subcontractors, and internal teams to ensure mission continuity.
o Oversee quality assurance and control processes to ensure deliverable accuracy and completeness.
o Provide strategic guidance to junior administrators and technical staff.
o Support workforce development through mentoring, training plans, and performance evaluations.
o Foster a culture of security, accountability, and operational excellence across the program.
Qualifications
o Bachelor’s degree in Computer Science, Cybersecurity, or related field; Master’s preferred.
o 10+ years of progressively responsible experience in IT program or project management within DoD or government contracting environments.
o Strong understanding of NIST, RMF, and CMMC compliance frameworks.
o Proven experience managing classified systems and facilities in accordance with DoD directives.
o Familiarity with enterprise IT infrastructure, cybersecurity operations, and system lifecycle management.
o Demonstrated ability to lead multidisciplinary teams, coordinate across stakeholders, and deliver high-quality results under tight deadlines.
o Excellent written and verbal communication skills; adept at developing policies, reports, and strategic plans.
