Conducts all-source analysis across the functions of CI by using information and intelligence from multiple sources to identify trends, gaps, and leads, assesses, interprets, forecasts, and provides warning of foreign intelligence services' intent and capability to target U.S. interests

Responsibilities:

  • Collaborates with internal and external CI partners to develop holistic understanding and a common operating picture of CI activities
  • Assesses large amounts of diversified data sets to identify trends, patterns, and anomalies; builds a comprehensive picture of those data sets to inform CI activities
  • Informs the development, design, and implementation of advanced CI concepts
  • Ensures colleagues, team, and leadership are well informed on the status and disposition of relevant CI products and associated activities
  • Maintains eligibility for Special Access Programs (SAPs) and/or Alternative Compensatory Control Measures Programs (ACCMs).

Qualifications:

  • Demonstrates working knowledge of the concepts involved in the specific functions outlined in the specified labor category description.
  • Knowledgeable of and demonstrates ability to apply IC and DoD classification guidelines and procedures.

  • Demonstrates ability to communicate complex issues clearly in a concise and organized manner both verbally and non-verbally; with strong grammar skills.
  • Demonstrates ability to develop structured research including, but not limited to, obtaining, evaluating, organizing, and maintaining information within security and data protocols.
  • Demonstrates ability to recognize nuances and resolve contradictions and inconsistencies in information.
  • Demonstrates working knowledge using complex analytic methodologies, such as structured analytic techniques or alternative approaches, to examine biases, assumptions, and theories to eliminate uncertainty, strengthen analytic arguments, and mitigate surprise. Structured analytic techniques include, but not limited to, Analysis of Compet -Impact / Low-Impact Analysis, Red Team Analysis and Alternative Futures Analysis.
  • Demonstrates understanding of intelligence collection capabilities and limitations, to include but not limited to, technical sensors / platforms and human intelligence sources related to the labor category.
  • Demonstrates understanding of evaluating collected intelligence reporting, engaging with collection managers, and developing collection requirements.
  • Demonstrates comprehensive mission knowledge and skills that affirms completion of all developmental training and experiences for the labor category.
  • Demonstrates ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced.
  • Demonstrates ability to structure analysis based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines.
  • Demonstrates ability to work independently with minimal oversight and direction.
  • Demonstrates ability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution.

  • Demonstrates ability to review analytic products for cogent arguments, tradecraft standards, and adequate support for conclusions; routinely tests analytic rigor of analytic products.

Required Experience: Demonstrated experience and advanced counterintelligence certification in integrating and cultivating strategic and proactive CI concepts, principles, and techniques; advanced CI training and expertise.


Highly desired background/experience:

Support to counterintelligence operations or serving as a counterintelligence desk officer; support to CI risk assessments, supply chain risk assessments, or CI support to Research, Development, and Acquisition (RDA); CI agent or support role to one or more of the following CI functions: collection, functional services, investigations, and operations.


Experience supporting at least two of the four missions of CI:

1) countering espionage, international terrorism, and the CI insider threat;

2) support to force protection;

3) support to the defense critical infrastructure program; and

4) support to research, development, and acquisition.

Desired Experience: Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years.

Desired Education: Master's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education; and an additional 5 years of related senior experience, for a total of 17 years, as a substitute to the Master's degree.

This position is contingent upon contract award and/or final funding approval. All offers of employment are tentative and will only be finalized upon official notification of contract win by the client.

Expected Salary Range: $140,000 - $150,000 annually.
