The contractor shall support the USCENTCOM J2 in performing consolidated intelligence analysis and support activities within the following categories: all-source intelligence analysis, I&W production, foreign disclosure/application/dissemination, intelligence operations and international intelligence engagements, exercises, knowledge management, intelligence systems, all-source intelligence collection management, ISR synchronization and planning, target intelligence and target systems analysis, CI/HUMINT support, intelligence planning, information technology (IT), facilities management, logistics, training (including training on counterterrorism and illicit activities), Special Security Office (SSO), and intelligence policy support. These core J2 activities and functions support USCENTCOM components, deployed forces, other Department of Defense (DoD) agencies, and Combatant Commands (CCMDs) around the world.
MANDATORY TS/SCI SECURITY CLEARANCE
Contractor personnel shall have and maintain the ability to conduct all-source analysis of the USCENTCOM AOR and USCENTCOM AOI (as defined by the Unified Command Plan). Contractor personnel shall have/maintain the ability to gather information, analyze information, and prepare draft analytic products necessary for the U.S. Government to publish, disseminate, and apply intelligence in the following subject areas: Foundational Military Intelligence, Geopolitical, Socio-Cultural, Terrorism, Cyber Threats, Weapons of Mass Destruction, Regional Infrastructure Capacity, and other functional areas as required, with a geographic focus on transnational issues.
REQUIREMENTS:
Contractor personnel shall:
-Produce current alI-source intelligence analysis to assess, interpret, forecast, and explain a range of regional or functional national security issues and developments in the USCENTCOM AOR and AOI
-Produce timely, relevant all-source analysis on security and political developments affecting defense issues in the USCENTCOM region and its periphery in line with Director of National Intelligence (DNI)/DlA analytic tradecraft standards as established in Intelligence Community Directive (ICD) 203 and 206
-Make use of structured Analytic techniques as appropriate, including conducting analysis of competing hypothesis or application of pattern analysis to leverage large data sets
-Network with forces in the USCENTCOM region, components, Intelligence Community (IC) counterparts and other stakeholders
-Ensure effective external coordination and collaboration on branch production; communicate with relevant USCENTCOM Divisions/Directorates
-Ensure internal intelligence issue coordination
-Initiate collaborative production/support to plans and operations efforts as appropriate
-Coordinate finished production internally and externally
-Develop and refine collection requirements
-Draft and maintain a list of intelligence questions regarding assigned topics to guide production, tend analytic lines, and identify intelligence gaps IAW USCENTCOM priorities and the Theater Campaign Plan (TCP)
-Provide all-source analytic support to collections, operations, investigations, and other defense intelligence analytic requirements
-Provide anticipatory analysis, actionable intelligence, joint intelligence preparation of the operating environment, analytic support to targeting, situational awareness, and long-term stability warning assessments of developments in and around the USCENTCOM region and its periphery to USCENTCOM CDR; component forces; U.S. Embassy country teams; U.S. Government agencies; and fielded forces to support the planning. execution of operations, and achievement of USCENTCOM objectives
-Prepare draft analytic products necessary to support rapidly emerging objectives centered on the designated countries in the USCENTCOM A0R and A0I
-Prepare draft analytic products necessary to support rapidly emerging objectives affecting vital U.S. and allied interests in and around the USCENTCOM A0R
-Prepare draft analytic products necessary to addressing increased or diversified strategic competition in the USCENTCOM AOI
-Produce releasable versions of USCENTC0M J2's finished intelligence products to ensure maximum utility to support intelligence sharing with the broadest audience possible, per U.S. Government regulations and guidance
-Create tailored releasable products for USCENTCOM's coalition partners and allies to support USCENTCOM J2's partner sharing and engagement requirements
-Work closely with USCENTCOM Foreign Disclosure Office (FOO) and maintain currency on all foreign intelligence sharing policies across a non-U.S. audience
